SenseTime Added to U.S. Entity List and Investment Blacklist; IPO Delayed
In October 2019, the U.S. Commerce Department added SenseTime subsidiary Beijing SenseTime to the export-control Entity List on grounds related to Xinjiang surveillance. On December 10, 2021, at a critical stage of SenseTime's Hong Kong IPO, the U.S. Treasury Department added it to the "Non-SDN Chinese Military-Industrial Complex Companies" investment blacklist, alleging its facial recognition technology was used to surveil Uyghurs. SenseTime strongly opposed the move and called the allegations baseless. The IPO was delayed; after adjusting the offering arrangements, SenseTime listed on December 30, 2021, with U.S. investors excluded from subscription.
