High-speed rail's "special supply water" draws conflict-of-interest questions over no public bidding and high prices
Tibet 5100 mineral water was long provided as free drinking water on high-speed trains. The purchases were not publicly tendered, and the price was higher than some retail channels. China Railway Express accounted for more than 80% of the company's revenue. In 2013, People's Daily Online and other outlets reported questions about conflict of interest in the railway system; in 2015, China Railway Corporation stopped the free water, and the company said the contract had expired. After the supply stopped, the company's performance was hit.
