Signal failures cause Shanghai Metro rear-end and wrong-direction incidents; scrutiny after 7·23 crash
Casco supplied signaling systems for Shanghai Metro Line 10 and others. In July 2011, a Line 10 train went in the wrong direction due to a signal failure; on September 27, 2011, after signaling equipment on Line 10 lost power, a manual dispatching error caused a rear-end collision that injured 271 people. Casco admitted responsibility for the related incidents. After the July 23, 2011 Yong-Wen line high-speed rail crash, Casco was questioned as the CTC supplier; the official investigation concluded that the main cause was a design defect in the train control center of the Communications and Signaling Design Institute, while the system supplied by Casco operated normally. Casco admitted responsibility for the Shanghai Metro incidents; the official 7·23 investigation did not find it responsible.
