"7·23" Yongwen Line Particularly Serious Railway Accident
On July 23, 2011, trains D301 and D3115 collided on the Yongwen Line near Wenzhou South Station, killing 40 people and injuring 172. The State Council investigation concluded that, in addition to design defects in the signal and communication equipment, the Shanghai Railway Bureau had weak basic safety management and inadequate emergency response, and that the workers involved had violated operating rules. Fifty-four people were held accountable; former Shanghai Railway Bureau director Long Jing was removed from his post and stripped of his Party position, while former Party secretary Li Jia, former deputy director He Shengli and others received disciplinary sanctions.
