Residential Land Used Illegally for Hotel Operations; Forced to Close and Convert to Serviced Apartments

The phase II land for "Commune by the Great Wall," developed by SOHO China, was residential land but was long operated as a hotel; an application to change the use to "residential and commercial" was not approved. In 2008, Economic Observer reported that Pan Shiyi was suspected of illegally changing the land use to make profits and could face fines or even confiscation of the land. Pan responded that he would "correct mistakes immediately." Hotel operations were terminated in 2008 and converted to serviced apartments; no public penalty was seen; after reopening in 2021, it was managed by Hyatt.
