Hash House A Go-Go sues City of San Diego over storm drain construction revenue losses

Hash House A Go-Go, a long-standing Hillcrest restaurant brand, has filed a lawsuit against the city of San Diego alleging that a city storm drain replacement project turned Fifth Avenue into a construction zone from late 2025 through June 2026, removing parking, blocking traffic, closing side streets, and driving away customers. The suit alleges the city's conduct repeatedly and continuously obstructed and interfered with the restaurant's free use and enjoyment of its property. Hash House and other affected small businesses previously filed tort claims seeking reimbursement for economic losses from December 2025 through June 2026, citing a reported revenue drop of over $40,000 (17.8%) in February and $28,000 (9.5%) in May; the city denied those claims and declined to comment due to pending litigation. Other Hillcrest businesses, including Divo Diva Cafe, also said the construction hurt their business.
