  1. 1931

    Investigations document coercive labour practices

Reports by colonial officials described production quotas, poor or overcrowded housing in some camps, insufficient medical capacity and the coercive use of state messengers to bring people to work. Later historians have characterized the Lusanga plantation system as forced labour.

  2. 1922

    Forced labour regulations

A colonial decree provided prison penalties for workers who failed to fulfil compulsory work obligations or violated workplace discipline. HCB operated within this legal framework and used labour requirements and sanctions to maintain plantation production.

  3. 1911

    Colonial concession and plantation dispossession

HCB’s concession was created within a colonial land-allocation system that transferred territories classified by the administration as vacant to European companies, settlers and missions. The arrangement facilitated large-scale plantation development while restricting local control over land and agricultural production.
