Road Home program criticism
ICF was criticized for aspects of its administration of Louisiana’s Road Home housing-recovery program following Hurricane Katrina. The company said it had addressed the criticisms and explained that changing state and federal fraud-prevention requirements complicated and slowed grant processing.
