City of Boulder sues Jaguar Paw Ranch LLC over blocked ditch easement and reservoir beach
Lawsuit filed
In a lawsuit filed on October 7, 2026, the City of Boulder sued Marco Campos and his Jaguar Paw Ranch (JPR) LLC. The city alleges that the property owner violated a Ditch Agreement by building an electric fence that blocks the city's easement access to a ditch connected to Eggleston Reservoir, and by placing sand around his portion of the reservoir to create a beach. The city further alleges that Campos threatened violence against staffers attempting to inspect the property. Campos states that the claims are incorrect and has threatened a countersuit. The city seeks a permanent injunction, damages, and legal fees.
