    KPMG Huazhen Fined, Confiscated 29.02 Million Yuan Over Shenyang Chemical Audit Failure

    In September 2026, the Liaoning Securities Regulatory Bureau imposed an administrative penalty on KPMG Huazhen, finding that it failed to exercise due diligence in auditing Shenyang Chemical's 2018–2021 annual reports and that the audit reports it issued contained false records; it ordered correction, confiscated 7.255 million yuan in business income, and imposed a 21.765 million yuan fine, totaling 29.02 million yuan; signing accountants Fu Qiang and Wang Ting were fined 500,000 yuan and 200,000 yuan respectively. Previously, in 2023, the Liaoning Securities Regulatory Bureau had issued it a warning letter. This is the first administrative penalty in KPMG Huazhen's securities business field, and another Big Four firm has been heavily fined after PwC.
