    Tencent fined for failing to notify acquisition of Mogujie equity

    In July 2021, the State Administration for Market Regulation published an administrative penalty decision (Guo Shi Jian Chu [2021] No. 61), finding that Tencent's 2016 acquisition of Mogujie equity constituted an illegal concentration of undertakings that should have been notified but was not. Tencent was fined 500,000 yuan, and the transaction was found not to have the effect of eliminating or restricting competition. In addition, Mogujie has long been complained about by merchants and consumers over poor handling of deposit deductions and refunds, refunds, and after-sales disputes. The penalty target was the acquirer Tencent; Mogujie's business continued to shrink afterward.
