Baggage tractor left running rolls and injures airliner; fined by civil aviation regulator
On July 16, 2024, after Chang'an Airlines B737-800/B-1481 operated Harbin–Xi'an flight 9H8366, during ground support at Xi'an Xianyang Airport stand 121, a Chang'an Airlines special vehicle driver left the vehicle without shutting it off while getting out to hand over equipment; the baggage tractor moved by itself and struck the aircraft's right forward belly, causing aircraft skin damage exceeding limits, violating the Road Traffic Safety Management Rules in the Aircraft Movement Area of Civil Airports. (Separately: In August 2023, after flight 9H8409 suffered a bird strike on takeoff, the crew successfully returned; this was a safety event, not a violation.) The CAAC Shaanxi Safety Supervision Administration fined Chang'an Airlines 20,000 yuan, and the case was listed by the CAAC as a typical enforcement case.
