Overview
Armauthor, also known as the Armenian Authors' Society (Armenian: Հայհեղինակ, Hayheghinak), is a non-governmental, non-profit collective management organization (CMO) for copyright and related rights in the Republic of Armenia. It was established in 2001 by Armenian copyright holders to collectively administer, protect, and enforce their rights, and it operates under Article 63, Part 1 of the Law of the Republic of Armenia "On Copyright and Related Rights." As a public association, its membership is open to Armenian citizens, foreign nationals, stateless persons, and legal entities who are authors or other rights holders. Armauthor's core mission is to manage rights on a collective basis where individual enforcement is impractical — such as public performance (including radio and television broadcast), mechanical reproduction, and other uses of copyrighted works. It negotiates and concludes licensing agreements with organizations that use creative works, collects and distributes royalties to authors and heirs, and represents its members' legal interests in courts and before governmental, non-governmental, and public organizations. The organization is governed by a Rightholders' Council, a Supervisory Body, and a Conference of members, and it publishes annual reports and maintains a charter and other governance documents. Internationally, Armauthor is a member of CISAC, the International Confederation of Societies of Authors and Composers, and has concluded more than 30 reciprocal representation agreements with foreign copyright societies, including the Russian Authors' Society (RAO). Through these agreements, it collects and transfers royalties for the use of Armenian works abroad and for foreign works used in Armenia. In 2010, for example, Armauthor transferred 616.57 thousand rubles to the Russian Authors' Society and received 802.81 thousand rubles in remuneration on behalf of the authors it represents. Armauthor is active in Armenian copyright policy. In recent years it has participated in workshops and public discussions on the draft Law of the Republic of Armenia "On Copyright and Related Rights," organized with the support of the EBRD Investment Council and the Intellectual Property Office of the Ministry of Economy. The organization advocates for legislation aligned with international standards and for the involvement of creative unions and rights holders in the legislative process. Its official website (armauthor.am) provides information about its structure, partners, documents, licensing, and news.
History
Armauthor, known in Armenian as Հայհեղինակ (Hayheghinak), was founded in 2001 by copyright holders in the Republic of Armenia. Its creation was enabled by Article 63, Part 1 of the Law of the Republic of Armenia "On Copyright and Related Rights," which provides for the establishment of collective management organizations. The organization was set up as a non-governmental, non-profit public association to collectively administer, protect, and enforce the copyright and related rights of authors and other rights holders. From its inception, Armauthor operated on principles of voluntariness and equality among members. Its membership was open to Armenian citizens, foreign nationals, stateless persons, and legal entities who are authors or other rights holders. The organization's activities are governed by the Constitution of Armenia, the Civil Code, the Law "On Public Organizations," copyright legislation, international treaties, and its own Charter. Armauthor's primary tasks include the collective management of rights where individual exercise is difficult — such as public performance (including radio and television), mechanical reproduction, and other uses. It also represents its members' legal interests in courts and before state, non-state, and public organizations, and concludes licensing agreements with organizations that use creative works. Internationally, Armauthor became a member of CISAC, the International Confederation of Societies of Authors and Composers. It has established more than 30 reciprocal representation agreements with foreign copyright societies, including the Russian Authors' Society (RAO). These agreements allow Armauthor to collect royalties for the use of Armenian works abroad and to distribute royalties to foreign rights holders for the use of their works in Armenia. In 2010, Armauthor transferred 616.57 thousand rubles to RAO and received 802.81 thousand rubles in remuneration on behalf of the authors it represents. In recent years, Armauthor has been involved in legislative discussions. It participated in a workshop organized by the Investment Council of Armenia of the European Bank for Reconstruction and Development (EBRD) in cooperation with the Intellectual Property Office of the Ministry of Economy, to discuss the new revised draft of the RA Law "On Copyright and Related Rights." The workshop addressed conceptual approaches, including the legal framework for collective management and state accreditation, enforcement mechanisms, and the importance of engaging creative unions and business stakeholders. Armauthor representatives presented their proposals and emphasized the need for legislation fully aligned with international standards. As of the latest available information, Armauthor continues to operate as Armenia's primary collective management organization for copyright and related rights, providing licensing, royalty collection and distribution, and legal representation services to its members.
