Overview
Association QUALITEL is a French organization created in 1974 at the initiative of the Secrétariat d'État au logement, tasked with developing the Qualitel label to objectively assess housing quality on criteria such as acoustics, thermal performance and materials. It was recognized as a certification body in 1982, and in 1985 the Qualitel label became a certification under the Code de la Consommation. Its activities include informing the public, certifying and evaluating housing, training professionals, and conducting studies and research. The certification scope has expanded over time from social housing landlords to developers, individual-house builders, renovation professionals, local authorities and co-ownership managers. The Groupe QUALITEL carries out its activities of public information, evaluation and expertise, and training through its various structures.
History
After the post-war reconstruction period focused on building large housing estates in quantity to address the housing shortage, the early 1970s marked the end of that policy in favor of seeking quality in housing. Created in 1974 at the initiative of the Secrétariat d'État au logement, the Association QUALITEL was tasked with developing the label of the same name, designed to objectively assess the quality of a dwelling on criteria concerning acoustics, thermal performance and materials. QUALITEL was recognized as a certification body in 1982, and in 1985 the Qualitel label became a certification under the Code de la Consommation. Over time, the certification scheme evolved to adapt to regulatory changes, new techniques and the concerns of housing occupants. The certification, initially aimed only at social housing landlords, broadened its scope to correspond to the projects of developers, individual-house builders, renovation professionals, and the expectations of local authorities and planners, and co-ownership managers. The Association also evolved its reference framework to address new priorities: the environment, renovation of the existing housing stock, the operating phase, and the specific contexts of individual houses, overseas territories and international markets. The Groupe QUALITEL today relies on its various structures to carry out its activities of public information, evaluation and expertise, and training.
