Bulecopack AD (Булекопак АД) is a Bulgarian packaging waste recovery organisation (организация по оползотворяване на отпадъци от опаковки) that has been operating since 2004. It is described by its own website as one of the first such organisations in the country. Its members are companies drawn from all branches of industry, and Bulecopack organises the entire chain from separate collection of packaging waste through to its recycling, so that members can meet the obligations placed on them by Bulgarian environmental legislation. The company organises and manages separate packaging waste collection systems in 61 municipalities, serving more than 1,300,000 residents. It operates under a permit issued by the Bulgarian Minister of Environment and Water — Decision No. ООп-ОО-4-00/23.01.2013, as amended by later decisions up to No. ООп-ОО-4-05/27.06.2022 — with validity running to 31 December 2027. Bulecopack states that it is certified to EN ISO 9001:2015, EN ISO 14001:2015 and BS OHSAS 18001:2007. For its clients — the persons placing packaged goods on the market — Bulecopack offers what it presents as an effective and economically advantageous way to discharge their duties under the Waste Management Act and the Ordinance on Packaging and Packaging Waste. The organisation also runs public-facing awareness activity, including campaigns encouraging households and children to sort waste separately. Bulecopack is a Bulgarian company active in the circular-materials and resource-recycling space. Its role is essentially a producer-responsibility compliance and recycling-services provider rather than a manufacturer of packaging itself.

Bulecopack AD has been active in Bulgaria since 2004, when it began operating as a packaging waste recovery organisation. Its own account describes it as one of the first organisations of this kind in the country. The organisation was set up in the context of Bulgaria's extended producer responsibility framework, under which companies that place packaged goods on the market must ensure that packaging waste is collected and recovered. Over the following years Bulecopack built out a network of separate collection systems. It now reports organising and managing such systems in 61 municipalities, covering more than 1,300,000 residents. Its membership base is broad, drawn from companies across all branches of industry. The company operates under a formal permit from Bulgaria's Minister of Environment and Water. The base decision, No. ООп-ОО-4-00, is dated 23 January 2013, and it has been amended several times: by Decision No. ООп-ОО-4-01 of 8 October 2013, No. ООп-ОО-4-02 of 27 August 2015, No. ООп-ОО-4-03 of 6 November 2017, No. ООп-ОО-4-04 of 18 October 2018, and No. ООп-ОО-4-05 of 27 June 2022. The permit is valid until 31 December 2027. Bulecopack has also invested in management-system certification, stating that it is certified to EN ISO 9001:2015 (quality), EN ISO 14001:2015 (environmental management) and BS OHSAS 18001:2007 (occupational health and safety). Alongside its compliance services for producers, it runs public awareness campaigns on separate waste collection, including initiatives aimed at children and households.
