Overview
Célà TV was a local French television channel that broadcast in the northern part of the Charente-Maritime department, in the region around La Rochelle, between 2011 and 2014. It was operated by the company SAS Télé des Pertuis, whose president was Nicolas Auneau. The channel emerged from a licensing procedure launched by the French broadcasting regulator CSA on 19 May 2009, when it called for applications to operate a television service in the La Rochelle area. Two candidates submitted projects: Villages TV and Télé des Pertuis with its Célà TV project. On 7 January 2010, the CSA selected the Célà TV project. The channel began broadcasting on 1 December 2011 at 18:00 with documentaries. From 5 December 2011, it offered a full schedule including television news, weather and other programmes. Its editorial line was departmental, with programming specifically dedicated to Charente-Maritime: sport, economy, culture and public life. Célà TV presented itself as an additional window on news from the department. The channel employed five people. Célà TV was broadcast 24 hours a day on channel 30 of the TNT (digital terrestrial television) network in northern Charente-Maritime, covering areas such as Île de Ré, Marans, the La Rochelle urban community, the Rochefort agglomeration and the north of Île d'Oléron. It was also available on the internet and via an application for iPhone, iPod and iPad. Its annual budget was €450,000, with share capital of €172,000 held 60% by companies from Charente-Maritime and 40% by private partners. It received subsidies from local authorities, including €40,000 from the Conseil général de Charente-Maritime and support from the Communauté d'agglomération de La Rochelle, initially planned as €100,000 excluding tax per year for five years under an objectives contract, later transformed into a purchase of services for €100,000 including tax. The channel's programmes included "Tout images", an hourly news round-up at :17; "Libre Antenne", an open-access show where viewers could broadcast their own films; and local documentaries shown on weekends about life in the department. The judicial liquidation of SAS Télé des Pertuis on 14 October 2014 led to the end of Célà TV, which announced the cessation of its broadcasts on 17 October 2014 at 17:17.
