Controversy over Capgemini Government Solutions and ICE work

Capgemini Government Solutions became the subject of public and political criticism after reports that the U.S. subsidiary had secured work for U.S. Immigration and Customs Enforcement, including skip-tracing services intended to help locate people for enforcement and removal operations. Capgemini stated that structural and legal restrictions surrounding the subsidiary’s classified federal-government work limited the parent company’s ability to exercise direct operational control. On February 1, 2026, the group announced that it would immediately begin a process to sell the subsidiary.

    French tax-optimization controversy

A French Senate inquiry characterized Capgemini as a prominent example of tax optimization. Reporting connected the issue to the company’s French tax position, its use of tax structures and public contracts, and a reduction of a proposed tax adjustment from approximately €17.3 million to €3.9 million. The issue attracted criticism because Capgemini also received contracts from French public bodies, including the Ministry of Finance.
