Overview
LexisNexis Risk Solutions is the risk-data and analytics business of LexisNexis, which operates within RELX plc's Risk and Business Analytics segment. It supplies information, software, analytics, predictive insights, and decision-support tools to organizations that need to verify identities, detect fraud, manage compliance, assess risk, or improve operational decisions. Its customers include insurers, banks and other financial-services firms, healthcare organizations, corporations, government agencies, law-enforcement bodies, and public-safety institutions. The business is primarily an institutional information-services provider rather than a consumer product brand. Its capabilities combine large-scale public-record and commercially contributed datasets with data-management platforms, analytics, identity intelligence, and workflow tools. Typical applications include customer and claimant verification, fraud prevention, financial-crime compliance, insurance underwriting and claims analysis, commercial due diligence, healthcare-provider and population analytics, government-program administration, and investigations. The modern organization developed from several LexisNexis and Reed Elsevier activities. In 2000, RiskWise and PeopleWise became the basis of the Risk and Information Analytics Group, expanding LexisNexis beyond legal research into public-record and risk information. Reed Elsevier later added capabilities through acquisitions including Seisint, ChoicePoint, and other specialist providers. ChoicePoint was acquired in 2008, bringing background-screening, identity, insurance, and the C.L.U.E. motor-vehicle insurance database into the group. In 2009, ChoicePoint was combined with the Risk and Information Analytics Group, and the resulting business adopted the LexisNexis Risk Solutions name. It was formally launched as a separate company within the Reed Elsevier portfolio in 2011. The portfolio is commonly organized into Insurance Services, Business Services, Healthcare Services, and Government Services. Related capabilities include identity and fraud products, insurance data and analytics, commercial-risk information, public-safety and law-enforcement technology, healthcare analytics, financial-crime compliance, and specialized information services such as ICIS, Cirium, Brightmine, EGTM, and Nextens. The company also operates technology infrastructure based on HPCC Systems, a high-performance data-processing platform that was open-sourced in 2011. LexisNexis Risk Solutions has expanded through acquisitions and integrations. These have included Coplogic and Appriss in public-safety reporting, Insurance Initiatives in United Kingdom insurance data distribution, ThreatMetrix in digital identity and risk authentication, ID Analytics and Emailage in fraud and identity services, Accuity in financial-crime compliance and payments information, and IDVerse in artificial-intelligence-enabled identity verification. The business also develops public-interest data initiatives, including missing-child alert distribution, pandemic data resources, humanitarian-response information, and law-enforcement data collaboration. Its current identity is therefore that of a multinational, business-to-business risk intelligence platform assembled from data assets, specialized software, analytics, and industry-specific services.
History
LexisNexis Risk Solutions emerged from the expansion of LexisNexis into public-record, identity, and risk information. In 2000, Reed Elsevier acquired RiskWise and PeopleWise; their capabilities formed the basis of LexisNexis’s Risk and Information Analytics Group. The same broad period saw the development of HPCC Systems, a high-performance platform for processing and analyzing very large datasets. The group broadened its public-sector and investigative capabilities through additional transactions. Reed Elsevier acquired the public-record businesses of Dolan Media in 2003, while LexisNexis Special Services was established to provide data-fusion and analytics services to government agencies. In 2004, Reed Elsevier purchased Seisint, a Florida-based data company associated with the MATRIX anti-terrorism information exchange. A major turning point came in February 2008, when Reed Elsevier acquired ChoicePoint. ChoicePoint brought background screening, identity information, insurance data, and the C.L.U.E. database, widely used in United States automobile-insurance underwriting. The acquisition also added liabilities, including approximately $600 million in assumed debt. During 2008, LexisNexis completed the migration of its public-record information to HPCC Systems. In September 2009, ChoicePoint was integrated with the Risk and Information Analytics Group. The combined organization became LexisNexis Risk Solutions, and the business was formally launched as a separate company within the Reed Elsevier portfolio in 2011. Mark Kelsey was appointed chief executive in December 2012. The company then pursued an acquisition-led expansion, purchasing or integrating specialist businesses in compliance, insurance, mapping, health information, fraud, identity, public safety, and risk analytics. The business sold its background-screening operation in 2013 to Symphony Technology Group, which planned to combine it with First Advantage. It acquired Coplogic in 2014, adding citizen self-reporting software for law enforcement. In 2016, Insurance Initiatives expanded its United Kingdom insurance-data distribution capabilities, while Appriss added crash-reporting and electronic-citation technology. ThreatMetrix was acquired by RELX in 2018, strengthening digital identity and risk-based authentication. The 2020s brought further consolidation in fraud, credit, and compliance. ID Analytics joined the group in 2020, and Emailage was acquired to strengthen email-based fraud and identity signals. ICIS, a specialized information service within the wider portfolio, acquired Chemical Data in 2020. In 2021, Accuity’s financial-crime compliance and payments operations were combined with LexisNexis Risk Solutions. XpertHR was renamed Brightmine in 2024, and the acquisition of IDVerse in 2025 added artificial-intelligence-enabled identity verification and fraud detection. Alongside commercial products, the organization has supported public-interest programs. Its ADAM system distributes missing-child alerts in the United States, and it has supported the United Kingdom’s Child Rescue Alert service. During the COVID-19 pandemic, the company created a public tracking tool and a healthcare data resource center focused on local risk, population vulnerability, provider capacity, and telehealth trends. Its public-safety portfolio includes contributory law-enforcement data resources and tools intended to connect public records with agency data for investigations and resource planning.
