Overview

CVC (威凯检测), formally known as China Electric Apparatus Research Institute CVC, is a prominent Chinese third-party quality technical service organization. It operates as part of the China National Electric Apparatus Research Institute (CEI), a state-owned enterprise group. The organization traces its origins to 1958, when it was established as China's first electrical climate testing research institution, jointly founded by China, the former Soviet Union, and four other countries. Over decades, CVC has evolved into a comprehensive service provider covering basic research, standardization, testing, certification, inspection, metrology, proficiency testing, and quality improvement extension services such as laboratory technical services and training. CVC's core business revolves around product testing and certification. It is a designated certification and testing body for China's Compulsory Product Certification (CCC) system, covering a wide range of products including wires and cables, toys and children's vehicles, household appliances, lighting equipment, electronic products, gas appliances, and electric vehicle power supply equipment. Beyond CCC, CVC offers its own CVC certification, international certifications, and a broad spectrum of testing services such as chemical testing, material testing, EMC testing, energy efficiency testing, environmental reliability testing, microbiological testing, and wireless communication testing. The organization also provides system certification (e.g., quality management, environmental management, occupational health and safety), inspection and field services, and product ecological design evaluation. With a strong emphasis on standardization, CVC manages 16 IEC technical committees and subcommittees and 11 national standardization platforms. Since 1980, it has led or participated in the formulation and revision of over 1,000 international, national, industry, and local standards. Its technical expertise is recognized through designations such as the National Key Laboratory for Environmental Adaptability of Industrial Products and the National Quality Standard Laboratory for Smart Home Appliances. CVC holds numerous domestic and international accreditations, including IECEE CB Scheme National Certification Body (NCB) and CB Testing Laboratory (CBTL), German DAkkS, US A2LA and CPSC, and Gulf GSO and Saudi SASO. Its evaluation results are recognized by over 100 authoritative institutions in more than 70 countries and regions. CVC operates an extensive service network with 11 testing bases across China, including Guangzhou, Jiaxing, Foshan, Shanghai, Shenzhen, Zhanjiang, Wuhan, Qingdao, Wenzhou, Kunming, and Suzhou. It also maintains six typical climate environmental test stations in locations such as Guangzhou, Qionghai, Lingao, Hailar, Turpan, and Gongga. This network enables localized services for enterprises throughout the product lifecycle, from R&D and raw material procurement to production, market circulation, and after-sales. CVC serves multiple application scenarios including e-commerce, retail, wholesale, brand procurement, government procurement, and real estate procurement.

History

CVC's history dates back to 1958, when it was jointly established by China, the former Soviet Union, and four other countries as China's first electrical climate testing research institution. This early focus on environmental reliability research laid the foundation for China's environmental adaptability technology system. In 1986, the organization reached another milestone, and in 1989, it continued to expand its capabilities. By 2002, it had further developed its testing and certification services. In 2006, it achieved significant progress, followed by 2008, 2014, 2018, 2019, 2020, 2021, 2022, 2023, and 2024, each marking continued growth and adaptation to new industry demands. Over the decades, CVC evolved from a specialized research institution into a comprehensive third-party quality technical service provider. It became a designated certification and testing body for China's Compulsory Product Certification (CCC) system and expanded its services to include testing, certification, inspection, metrology, proficiency testing, and training. The organization also played a leading role in standardization, managing 16 IEC technical committees and subcommittees and 11 national standardization platforms. Since 1980, it has led or participated in the formulation and revision of over 1,000 international, national, industry, and local standards. Today, CVC operates 11 testing bases across China and six climate environmental test stations, serving a wide range of industries and markets globally.
