Overview
DE-CIX is a German Internet infrastructure brand and operator of Internet Exchange Points (IXPs), headquartered in Frankfurt. Its exchanges allow Internet service providers, telecommunications carriers, content networks, cloud providers, corporate networks and other connected organizations to exchange traffic directly rather than routing every connection through an upstream transit provider. This model, known as peering, can improve latency, resilience, routing efficiency and control over interconnection costs. The organization began in 1995, when three German Internet service providers—Hamburg-based MAZ, Dortmund-based EUnet and Karlsruhe-based XLink—created an exchange in Frankfurt. At the time, much German Internet traffic was being exchanged through facilities in the United States. The founders therefore sought a domestic meeting point that would reduce delay and the cost of international backhaul. The first equipment was installed in a room associated with a post office in Frankfurt's Gutleutviertel district. Management was initially handled by the Electronic Commerce Forum, now known as eco, the Association of the Internet Industry. DE-CIX grew with the German Internet market and became a major European interconnection hub. It moved its switching equipment to an Interxion data center in 1998, added further switching sites in 2001 and 2004, and progressively expanded its technical platform across multiple carrier- and data-center-neutral facilities. By the early 2000s, the Frankfurt exchange was Germany's largest and one of Europe's largest. Its customer base broadened from domestic access providers to international carriers, content networks, hosting companies, cloud platforms and enterprises. The brand began international expansion in 2012 with UAE-IX powered by DE-CIX in Dubai, established with du and datamena. DE-CIX New York followed in 2014, providing the group with its first North American exchange. Further development in Southern Europe, India and Southeast Asia extended the network's geographic footprint. The group subsequently established or supported exchanges in locations spanning Europe, the Americas, Africa, the Gulf region, India and Southeast Asia, sometimes through partnerships with local exchange operators. DE-CIX's principal service is public and private peering through its IXPs. Customers connect their networks at participating data centers and can establish traffic relationships with many other networks over the exchange fabric. The company also offers cloud connectivity and enterprise-oriented interconnection products. DirectCLOUD, Microsoft Azure Peering Service, Closed User Groups and InterconnectionFLEX address use cases in which companies need controlled, direct or geographically distributed access to cloud and network partners. DE-CIX has also participated in industry automation initiatives and developed security-related services such as Blackholing Advanced for mitigating certain distributed-denial-of-service threats. The Frankfurt exchange remains the group's best-known asset and one of the world's largest Internet exchanges by traffic volume. During the COVID-19 pandemic, increased use of video, cloud applications, remote work and online services led to repeated traffic records. DE-CIX has continued to expand both physical access and service capability, making its platforms reachable through hundreds of data centers and serving network operators and other organizations from more than 100 countries. The international activities are consolidated under DE-CIX Group AG, which operates as a private company rather than a publicly traded issuer.
History
DE-CIX emerged from the practical needs of Germany's early commercial Internet. In 1995, MAZ, EUnet and XLink connected their networks in Frankfurt to avoid sending domestic traffic through overseas facilities. The exchange was initially a small operation, managed by the Electronic Commerce Forum, the organization now known as eco. Its neutral meeting-point model encouraged additional providers to connect and helped Frankfurt develop into Germany's principal Internet interconnection location. The exchange moved its switching hardware into an Interxion data center in 1998. It added a second switching site in 2001 and a third site in 2004, creating a more distributed platform and extending access beyond the original installation. During the following years, DE-CIX replaced and supplemented earlier Cisco-based infrastructure with equipment from Force10 and Brocade, while increasing its port capacity. Customer and traffic growth was especially strong as networks from Eastern Europe and other international markets joined the Frankfurt ecosystem. A major technical development came in 2013 with DE-CIX Apollon, an Ethernet-based platform built around optical transport, switching and routing technologies from multiple vendors. The architecture was designed for a scalable, distributed exchange environment with high-capacity optical links and support for increasingly faster Ethernet interfaces. In the same period, DE-CIX expanded beyond conventional Internet peering by developing cloud exchange capabilities, allowing customers to reach cloud service providers through the exchange environment. The group began international expansion in 2012 through UAE-IX powered by DE-CIX in Dubai, in cooperation with du and datamena. DE-CIX New York followed in 2014 as the organization's first North American exchange. Expansion continued into Southern Europe in 2016, India in 2018 through Mumbai-IX powered by DE-CIX, and Southeast Asia in 2021. Other exchanges and partner-powered locations subsequently extended the brand's presence across Europe, the Middle East, Africa, the Americas, India and Southeast Asia. DE-CIX also broadened its customer proposition. DirectCLOUD, introduced for enterprise-oriented connectivity, enabled access to numerous cloud providers, while Microsoft Azure Peering Service, Closed User Groups and InterconnectionFLEX addressed more specialized connection requirements. In 2019, DE-CIX was among the exchange operators involved in developing IX-API, an initiative intended to automate provisioning and management of interconnection services. In 2021, its Blackholing Advanced security service received a patent, adding a network-protection element to the group's portfolio. The COVID-19 pandemic produced exceptional Internet traffic growth. DE-CIX Frankfurt passed 9 Tbit/s of peak traffic in March 2020 and 10 Tbit/s later that year. It reported a further peak of 13.65 Tbit/s in September 2022. Through its international subsidiaries and partnerships, DE-CIX has continued to make exchange and interconnection services available from a large number of data centers. The group's national and international operations are consolidated under DE-CIX Group AG, with the Frankfurt exchange remaining its historical and technical flagship. DE-CIX has also been associated with a major public debate about surveillance of Internet infrastructure. Investigative reporting and subsequent discussion concerned alleged interception and analysis of traffic by Germany's Federal Intelligence Service, including claims that the practice had operated since 2009. The matter raised questions about the relationship between exchange operators, intelligence agencies and telecommunications law. The New York exchange is operated by a U.S. subsidiary and is subject to U.S. law, while the Dubai exchange must comply with applicable local regulations, illustrating the different legal environments in which DE-CIX operates.
