Overview
The Defense Technology Foundation (一般財団法人防衛技術協会, Ippan Zaidan Hōjin Bōei Gijutsu Kyōkai) is a Japanese general incorporated foundation headquartered in Hongo, Bunkyo-ku, Tokyo. It was established in March 1980 with the stated purpose of enlightening the public about defense technology development, fostering and strengthening the defense industrial base, and raising awareness of defense matters. Before Japan's public-interest corporation reform, its supervising government office was the Development Planning Division of the Defense Agency's (now Ministry of Defense) Bureau of Administration. The foundation's best-known activity is the publication of the monthly magazine Defense Technology Journal (防衛技術ジャーナル), which it has issued since April 1981, the year after the foundation's founding. Until July 1993 the magazine was titled simply Defense Technology (防衛技術). The journal is distributed to the Ministry of Defense and other relevant government agencies, defense companies, and many readers interested in defense technology. The foundation also produces reference materials on defense technology and organizes lectures and symposia, and it has added an Advanced Technology Study Group to its operations. As a foundation rather than a manufacturer, the Defense Technology Foundation does not sell weapons or platforms; its "products" are information services — the journal, research reports, events, and advertising space in its publications. Its readership is often described as centered on researchers at arms manufacturers, though the journal is also stocked in large bookstores in major cities. The foundation's chairman (理事長) is Hideaki Watanabe. Its office is located at Shoei Building 9F, 3-23-14 Hongo, Bunkyo-ku, Tokyo.
History
The Defense Technology Foundation was established in March 1980 as a Japanese foundation dedicated to defense technology. Its founding purpose was to enlighten the public about defense technology development, to foster and strengthen the defense industrial base, and to raise defense awareness. Before the reform of Japan's public-interest corporation system, the foundation's supervising government office was the Development Planning Division of the Defense Agency's Bureau of Administration (the Defense Agency was later upgraded to the Ministry of Defense). In April 1981, the year after its founding, the foundation began publishing a technical magazine, initially titled Defense Technology (防衛技術). The magazine was renamed Defense Technology Journal (防衛技術ジャーナル) in July 1993. According to commentator Nihyaku Nijūhachi (兵頭二十八), the journal's main readership is said to be researchers at weapons manufacturers, although it is also carried in large bookstores in major cities. In its early years the magazine consisted mainly of Japanese translations of overseas articles, with only a minority of articles written by domestic engineers; the proportion of domestic articles gradually increased and reached essentially 100 percent around the time of the Gulf War. However, except for topics such as the effects of nuclear explosions and missile defense, the journal has published virtually nothing on nuclear weapons-related technology, which Hyōdō cites as one manifestation of the taboo surrounding debate on Japan's nuclear armament. In the April 2011 issue, the journal carried an article titled 'Defense Technology Debate! Tracked vs. Wheeled Combat Vehicles,' in which a dialogue offered critical remarks about currently fielded equipment. Commentator Shin'ichi Kiyotani noted that such magazines usually carry a bias toward high praise of domestically produced weapons, and described the piece as 'rare for this kind of magazine in that it offers some criticism and critique of domestic equipment.' Beyond publishing, the foundation produces materials on defense technology and holds lectures and symposia. It has also added an Advanced Technology Study Group (先端技術研究会) to its operations. The foundation continues to operate as a general incorporated foundation headquartered in Bunkyo-ku, Tokyo, with Hideaki Watanabe serving as chairman.
