Overview

Delna, formally known as "Sabiedrība par atklātību – Delna" (Society for Openness – Delna), is a Latvian non-profit association with public-benefit status whose mission is to promote an open, fair and democratic society free from corruption in state administration, politics, the public and private sectors, and interpersonal relations. It was established on 27 August 1998 as the Latvian chapter of Transparency International, the international anti-corruption non-governmental organisation, and operates alongside chapters in some 85 other countries at both national and international levels. Its office is located in Riga, at Citadeles iela 8. Delna's work spans education of the public about corruption, explanation of the importance of whistleblowing, advocacy for changes in legislation, promotion of transparency in state administration and the financial system, reduction of the shadow economy, and monitoring of law-enforcement institutions. In 2016 it became a member of the international Tax Justice Network, working jointly on transparency in the financial sector, anti-money-laundering and fair tax regulation. It also runs youth participation programmes, interest representation, and projects such as the Integrity Pacts for monitoring EU-funded public procurement. The organisation is funded through donations, membership and project support, and publishes information about its finances, governance documents and procurement. It maintains a bilingual website (Latvian, English, Russian) and regularly issues press releases, newsletters and publications on current anti-corruption topics in Latvia.

History

Delna was founded on 27 August 1998 as the Latvian chapter of Transparency International, the global anti-corruption movement. From its establishment it has operated as a non-profit association with public-benefit status, based in Riga. Its stated purpose is to foster a democratic society by promoting openness of information and preventing corruption. Over the years Delna has broadened its activities from public education and awareness-raising to legislative advocacy, monitoring of law-enforcement institutions, and participation in international networks. In 2016 it joined the Tax Justice Network, an international network working on financial transparency, anti-money-laundering and fair tax regulation. A significant development was Delna's selection in 2015–2016 to implement the European Commission's pilot project "Integrity Pacts – civil control mechanisms for safeguarding EU funds" in Latvia. The project began on 1 January 2016, with Delna monitoring the Riga municipal company Rīgas Satiksme's project "Development of Riga tram infrastructure", which was submitted for co-financing from the EU Cohesion Fund and involves construction of the Skanstes tram line. In January 2017 Delna prevented an attempt to narrow the selection of bidders in the Skanstes tram construction design. The Integrity Pact is a tool for preventing corruption in public procurement funded or co-funded by the EU, comprising a written agreement between the contracting authority and bidders, with an independent monitoring programme run by a civil-society organisation. Delna has also been active in whistleblowing (trauksmes celšana) advocacy, youth participation, and interest representation. It publishes annual work summaries (e.g., Delnas darbs 2000–2015, 2016–2020, 2021–2022, 2023–2026) and maintains a public presence through its website and press releases. Its office is at Citadeles iela 8, Riga.
