Overview

Dito Telecommunity Corporation, commonly branded as DITO, is a Philippine telecommunications company that provides mobile, broadband, multimedia, and information-technology services. The business originated as Mindanao Islamic Telephone Company, Inc., or Mislatel, which received a legislative franchise in 1998 to construct and operate telecommunications systems across the Philippines. It was later transformed into a consortium involving DITO CME Holdings Corporation and China Telecommunications Corporation, the parent company of China Telecom, and was selected by the Philippine government as the provisional third major telecommunications player. The company was created to challenge the long-standing market dominance of PLDT and Globe Telecom. Following the consortium's selection in 2018, the Philippine Congress approved the transfer of Mislatel's ownership, and the participating stakeholders completed a share-purchase agreement in 2019. The consortium committed a ₱25.7 billion performance bond and pledged to provide high-speed internet coverage to more than one-third of the population during its first year. On July 8, 2019, Mislatel was renamed Dito Telecommunity. The name DITO comes from the Filipino word for “here,” reflecting the company's stated intention to build a locally based, world-class telecommunications service. Dito received its Certificate of Public Convenience and Necessity from the National Telecommunications Commission in July 2019. It subsequently pursued a nationwide network build-out, including cellular sites, fiber capacity, shared tower arrangements, data-center infrastructure, and network operations facilities. In October 2019, the company reached arrangements with Sky Cable Corporation to use unused fiber-optic capacity in Metro Manila and with the LCS Group to lease shared telecommunications towers. The first domestic and international calls through its network were completed in March 2020, and the company conducted a technical launch in July of that year. It passed its first NTC technical audit in February 2021. Dito signed network-interconnection agreements with PLDT in February 2021 and Globe Telecom the following day, enabling subscribers to communicate across networks. Commercial operations began on March 8, 2021, initially in selected areas of Visayas and Mindanao, particularly Metro Cebu and Metro Davao. The company initially emphasized 4G LTE and LTE-Advanced services and began deploying 5G in selected locations during 2021. Its franchise was renewed for another 25 years in May 2021. Dito later broadened coverage into Luzon, the provinces, and Metro Manila, and launched a pilot fixed-broadband service in Metro Manila in February 2022. Dito's consumer proposition centers on mobile connectivity, data packages, voice and messaging services, 4G and 5G access, and fixed or home broadband. It has also pursued distribution and payments partnerships, including an arrangement with M Lhuillier to widen access to its products and services. The company has worked with Nokia on 5G deployment in Mindanao and with Huawei on a 5G RedCap-based home-network offering. By February 2024, its network was reported as available in 61 of the Philippines' 82 provinces. Subscriber figures have varied substantially depending on the period and the implementation of the country's SIM Registration Act: the company reported 14 million subscribers in 2022, while its registered subscriber count stood at 7,740,346 after unregistered SIM cards were deactivated in July 2023. The company reported reaching 14 million subscribers again by March 2025. Dito has positioned itself as a challenger brand focused on network expansion, competitive data services, and faster mobile connectivity. Independent network-performance reports cited in the reference material recognized the operator for strong mobile and 5G speeds in 2023 and early 2024. At the same time, the company has faced disputes with incumbent operators and government regul…

History

Dito Telecommunity traces its legal origins to Mindanao Islamic Telephone Company, Inc., commonly called Mislatel. The company was established under Republic Act No. 8627, enacted on April 19, 1998. The law granted a franchise to construct, install, establish, operate, and maintain telecommunications systems throughout the Philippines. The business became strategically important during the Philippine government's effort to introduce a third major telecommunications operator. In 2018, Mislatel joined the official selection process alongside competing groups seeking to challenge the established PLDT and Globe Telecom duopoly. Mislatel ultimately became a consortium involving Udenna Corporation-related interests, Chelsea Logistics, and China Telecommunications Corporation, the Chinese state-owned parent of China Telecom. The consortium was designated the provisional third major player after prevailing over the Sear Telecom consortium and PT&T. The transfer of Mislatel's ownership required approval by both chambers of the Philippine Congress. The consortium's stakeholders completed a share-purchase agreement in June 2019 while awaiting authorization to operate. As part of its commitments, the group paid a ₱25.7 billion performance bond and pledged to deliver high-speed internet service to more than one-third of the population during its first year. On July 8, 2019, Mislatel was relaunched as Dito Telecommunity. The name was derived from the Filipino word “dito,” meaning “here,” and was presented as a reference to the Philippines as the company's home market. On the same day, the National Telecommunications Commission granted the company a Certificate of Public Convenience and Necessity during a ceremony at Malacañang Palace. Dito then began assembling the infrastructure needed for a national network. In September 2019, it announced plans for an eight-hectare campus at Clark Global City. The proposed site was intended to include a data center, operational departments, a network operations center, a call center, a regional center, and research-and-development facilities. Construction began in April 2021. In October 2019, Dito entered separate arrangements with the LCS Group and Sky Cable Corporation. The first arrangement involved leasing existing shared telecommunications towers, while the second involved using unused Sky Cable fiber-optic capacity in Metro Manila. Network testing progressed during 2020. The first domestic and international calls over the network were completed in March, and a technical launch followed on July 18. This launch prepared the network for technical review by the National Telecommunications Commission. By September, Dito had completed 859 of a planned 1,600 cell sites, with the stated objective of covering 37 percent of the population. The company passed its first technical audit in February 2021. Dito established interconnection with the two incumbent operators shortly before commercial launch. It signed an agreement with PLDT on February 23, 2021, followed by an agreement with Globe Telecom on February 24. Commercial operations began on March 8, 2021, in 15 selected areas, mainly in Metro Cebu and Metro Davao. Dito initially concentrated on mobile services delivered through 4G LTE and LTE-Advanced networks, while beginning the deployment of 5G in selected areas during the same year. The company expanded into selected Luzon provinces and Metro Manila during April and May 2021. On May 18, President Rodrigo Duterte signed legislation renewing Dito's franchise for another 25 years and authorizing the construction and operation of wired and wireless telecommunications systems. Dito subsequently selected Nokia for 5G deployment in Mindanao. In June, it partnered with M Lhuillier, a non-bank financial-services company, to broaden the distribution of Dito products and services. Dito launched a pilot broadband service in Metro Manila on February 28, 2022. Its network continued to expand across the country. By February 2024, service was reported in 61 of 82 provinces, including 31 provinces in Luzon, 12 in Visayas, and 18 in Mindanao. The company also broadened its home-network proposition through a Huawei partnership involving 5G RedCap Wi-Fi. Subscriber statistics have been affected by the Philippines' SIM Registration Act. Dito reported 14 million subscribers in 2022, exceeding its stated 12-million target. After unregistered SIM cards were deactivated, the registered base was reported at 7,740,346 on July 30, 2023. The company later reported reaching 14 million subscribers nationwide by March 6, 2025. The operator has also been involved in regulatory and competitive disputes. In August 2022, it filed a complaint with the Philippine Competition Commission against Globe Telecom and Smart Communications, alleging anticompetitive conduct and abuse of market dominance. Globe separately asked the National Telecommunications Commission to impose a reported ₱622 million interconnection penalty on Dito for an alleged contractual breach. In another 2022 dispute, Dito Chief Administrative Officer Adel Tamano complained about former Anti-Red Tape Authority officials' handling of a frequency-related matter involving Now Telecom. The Ombudsman subsequently sanctioned five officials for grave misconduct. Dito's development has therefore combined infrastructure construction, network launches, geographic expansion, technology partnerships, regulatory approvals, and litigation or administrative disputes. It remains an active Philippine telecommunications brand whose principal strategic role is that of a third operator seeking to compete with the country's two established mobile-network leaders.
