Overview
The Dnipropetrovsk Regional Institute of Public Administration of the National Academy of Public Administration under the President of Ukraine is a state educational and research institution based in Dnipro, Ukraine. It forms part of the national system for training highly qualified specialists in public administration and local self-government, and it serves the Dnipropetrovsk, Donetsk, Zaporizhzhia, Kirovohrad and Cherkasy oblasts. The institute was established in 1993 as the Dnipropetrovsk branch of the Institute of Public Administration and Self-Government under the Cabinet of Ministers of Ukraine. Its core mission is the preparation, retraining and advanced qualification of personnel for the Ukrainian civil service. The institute educates students and trainees through two faculties: the Faculty of Public Administration and the Faculty of Management. The Faculty of Public Administration offers master's programmes in "Public Administration" and "Public Management" in full-time, part-time, part-time-distance and evening-part-time formats, combining theoretical instruction with practical placements in state and local government bodies. The Faculty of Management offers bachelor's and master's programmes in "Management of Organizations" and "Project Management." A Centre for Advanced Training of Personnel, a structural unit of the institute, provides short-term seminars and continuing education for civil servants, local government officials and managers. Over its history the institute has awarded the master's qualification in public administration to more than two thousand trainees, and more than 43,000 civil servants, local government officials and enterprise staff have upgraded their qualifications there. Its graduates work in the Secretariat of the President of Ukraine, the Cabinet of Ministers, ministries and other central executive bodies, as well as in regional and local government and local self-government bodies. Among alumni are people's deputies of Ukraine, local council deputies, and city, town and village heads. The institute maintains a specialised library holding one of the region's most complete collections of domestic and foreign literature on public administration, local self-government, civil service, personnel policy, regional economics, law, social and humanitarian policy, management and project management. It publishes scholarly and teaching materials — nearly 2,000 titles since 1995 — and issues the professional collection "Public Administration and Local Self-Government" and the electronic journal "Public Administration: Theory and Practice." It conducts fundamental and applied research, provides expert and advisory services to government bodies, and hosts around 30 conferences, seminars and round tables each year, including the long-running regional conference on European and Euro-Atlantic integration of Ukraine and the annual conference on the theory and practice of the civil service.
History
The Dnipropetrovsk Regional Institute of Public Administration was created in 1993 as the Dnipropetrovsk branch of the Institute of Public Administration and Self-Government under the Cabinet of Ministers of Ukraine. It was established as part of the national system for preparing highly qualified specialists in public administration and local self-government, with a mandate to train personnel for state authorities and local self-government bodies in the Dnipropetrovsk, Donetsk, Zaporizhzhia, Kirovohrad and Cherkasy oblasts. The institute's first full-time graduation in the specialty "Public Administration" took place in 1995. In the 15 years following its founding, more than two thousand trainees earned the master's qualification in public administration. Its graduates went on to work in the Secretariat of the President of Ukraine, the Cabinet of Ministers of Ukraine, ministries and other central executive bodies, in regional and local state authorities, and in local self-government bodies. Alumni include people's deputies of Ukraine, local council deputies, and city, town and village heads. Over time the institute developed two faculties. The Faculty of Public Administration trains master's students in "Public Administration" and "Public Management" through full-time, part-time, part-time-distance and evening-part-time formats, combining theoretical instruction in public management with practice; full-time students in Public Administration undertake a two-month placement in state and local government bodies each year, and students may also intern abroad. The Faculty of Management offers bachelor's and master's programmes in "Management of Organizations" and "Project Management" in full-time and part-time formats, and organises comprehensive professional practice for its students in public authorities under the state programme for attracting youth to the civil service and the regional "Youth of Dnipropetrovshchyna" programme. A Centre for Advanced Training of Personnel, a structural unit of the institute, provides continuing education for civil servants, local government officials and heads of enterprises, institutions and organisations through short-term seminars on key aspects of regional and national life. Seminars on business communication, Ukraine's European and Euro-Atlantic integration, innovation policy, information technology and public procurement have drawn particular interest. In total, more than 43,000 civil servants, local government officials and staff of regional enterprises, institutions and organisations have upgraded their qualifications at the institute. The institute maintains a specialised library with one of the region's most complete collections of domestic and foreign literature on public administration and local self-government, the civil service and personnel policy, regional economics, law, social and humanitarian policy, management and project management. It is also active in publishing: since 1995 its scholars and teachers have issued nearly 2,000 titles of scholarly and teaching-methodological publications. Research results of staff, postgraduate and doctoral students appear in the professional collection of scholarly works "Public Administration and Local Self-Government" and in the electronic professional publication "Public Administration: Theory and Practice." To improve the effectiveness of public administration and local self-government, the institute conducts fundamental and applied research and provides expert and advisory services to state and local government bodies. Within the academy's comprehensive research project "Public Administration and Local Self-Government," institute teams completed 36 fundamental and applied research works on current problems of public administration, local and regional development, personnel policy, public policy analysis, strategic planning, municipal management and management of socio-economic development of territories. Research and dissertation results are discussed at scholarly and practical conferences, seminars and round tables, of which the institute holds about 30 each year. Its traditional events include the regional scholarly-practical conference "Current Problems of European and Euro-Atlantic Integration of Ukraine" and the annual scholarly-practical conference "Theory and Practice of the Civil Service."
