History

Dui Hua (对话, meaning "dialogue" in Chinese) is a nonprofit humanitarian organization that seeks clemency and better treatment for at-risk detainees through the promotion of universally recognized human rights in a well-informed, mutually respectful dialogue with China. It was founded in April 1999. Its work focuses on political and religious prisoners, juvenile justice, women in prison, and issues in criminal justice, and rests on the premise that positive change is realized through constructive relationships and exchange. Dui Hua describes itself as the only human rights group that conducts direct dialogue on Chinese human rights with the Chinese government, the US government, and like-minded governments worldwide. Between 2008 and 2023, Dui Hua organized exchanges among criminal justice practitioners and scholars, China's Supreme People's Court, and US judges in order to advance reforms. In 2024, Dui Hua submitted its 500th prisoner list to the Chinese government and celebrated its 25th anniversary; in September 2024 Pastor David Lin was released from China five years early, and in November 2024 two other U.S. citizens, Mark Swidan and Kai Li, were also released, for whom Dui Hua had advocated for many years. In 2025, Dui Hua submitted its report for the United States' fourth Universal Periodic Review and began building a Legacy Archive to preserve more than 25 years of research on China's criminal justice system.
