Overview

Ecologists in Action, known in Spanish as Ecologistas en Acción, is a Spanish confederation of grassroots environmental groups. It was established on 9 December 1998 by bringing together several existing organizations and local collectives that shared a socio-ecological outlook. The federation sought to give Spain's fragmented environmental movement a recognizable common identity while retaining a decentralized structure in which local and territorial groups remain important centers of action. The organization describes environmental damage as closely connected to the dominant model of production, consumption, economic globalization, and resource use. Its approach is commonly associated with social ecology: environmental problems are not treated only as technical or conservation issues, but also as consequences of social, economic, and political arrangements. Ecologists in Action is not formally linked to a political party or movement, although its direct-democratic internal practices and its criticism of economic globalization have attracted activists from varied political backgrounds. Its work combines public campaigning, environmental education, criticism of projects and policies considered harmful, legal and administrative action, and the development of alternatives. Areas of activity include climate change, energy, water management, agroecology, genetically modified organisms, pollution, waste, transport, urban development, protection of natural areas, marine environments, animal welfare, historic and cultural heritage, sustainable consumption, and environmental law. The organization has also challenged infrastructure and planning decisions that it regards as incompatible with ecological sustainability, including some large transport, airport, coastal, energy, and water projects. Ecologists in Action is organized territorially through federations associated with Spain's autonomous communities and, where applicable, provincial federations and local groups. Its internal model gives participating local groups a vote in the annual federal assembly, irrespective of the size of the individual group. The network has included activity in many parts of Spain, although representation has not necessarily existed in every autonomous community at all times. Work is also divided by subject area, with larger organizations able to maintain specialized commissions and smaller groups combining several functions. In addition to advocacy, the organization maintains communication and publishing projects. It publishes the magazine El Ecologista, operates the Libros en Acción publishing imprint, and has developed an online presence through Proyecto EcoSpip. A related consumption-focused collective, ConsumeHastaMorir, uses satire and media criticism to question consumerism and waste. These activities extend the organization's role beyond protest by providing educational material, analysis, legal support, and proposals for more sustainable forms of production, mobility, resource management, and civic participation.

History

Ecologists in Action was created in 1998 as a coalition of Spanish organizations and local groups concerned with environmental defense and broader socio-ecological issues. Many of the participating groups had previously been associated with the Asociación Ecologista de Defensa de la Naturaleza or the Coordinadora de Organizaciones de Defensa Ambiental, commonly known as CODA. Other participants came from environmental collectives connected in different ways to left-wing political currents. The purpose of the new confederation was to create a shared public identity for a broad environmental movement, comparable in visibility to established Spanish and international environmental organizations. The creation of the confederation did not absorb every existing environmental group. Some organizations, including a Balearic Islands ornithological group and several groups in the Valencian Community, chose not to join. Many Catalan organizations were already organized within Ecologistes de Catalunya. This history helps explain why Ecologists in Action developed as a federation of autonomous groups rather than as a single centralized NGO. Its political and organizational identity is grounded in social ecology. The organization argues that ecological crises cannot be separated from patterns of economic globalization, production, consumption, urban development, energy use, and unequal access to resources. It therefore combines opposition to environmentally damaging activities with proposals for alternative policies and social practices. Although members may hold different political views, the confederation is not formally attached to a political party. Direct participation and democratic decision-making are central to its internal culture. The organization operates through a territorial structure based broadly on Spain's autonomous communities, with provincial federations in some regions and local groups at the base. Each participating local group has a vote in the annual federal assembly, regardless of its membership or activist base. The network's territorial coverage has included Andalusia, Aragon, Asturias, the Canary Islands, Cantabria, Castile and León, Castile-La Mancha, Catalonia, the Community of Madrid, the Basque Country, Extremadura, La Rioja, Navarre, the Valencian Community, the Region of Murcia, and the autonomous cities of Ceuta and Melilla. The extent and organization of activity can vary over time. A parallel functional structure organizes work around environmental subjects. These areas include agroecology, water, animal protection, opposition to harmful effects of globalization, climate change, consumption, pollution, environmental education, energy, marine protection, nature conservation, cultural and historic heritage, waste, transport, urban planning, and legal defense. Larger territorial groups may form specialized commissions, while smaller groups handle several subjects together. These networks also help formulate proposals for the confederal assembly. Campaigning has included opposition to what the organization regards as unsustainable water-management policies, energy systems, high-impact infrastructure, uncontrolled urban expansion, pollution, waste mismanagement, and private-transport dependence. It has promoted ecological agriculture, reduced consumption, public transport, cycling, protection of natural areas, sustainable use of water and marine resources, and stronger environmental regulation. Its methods range from public criticism and awareness work to legal complaints and participation in policy debates. Publishing and communication have been continuing parts of the organization's work. El Ecologista provides a periodical outlet for environmental analysis and campaigning, while Libros en Acción publishes related material. Proyecto EcoSpip has supported the organization's online presence. Through these channels, Ecologists in Action functions not only as a protest network but also as an educator, publisher, legal-support network, and source of policy alternatives.
