Overview

ENKA İnşaat ve Sanayi A.Ş., commonly styled as ENKA, is a Turkish engineering and construction group headquartered in Istanbul. Founded in 1957 by Şarık Tara and Sadi Gülçelik, the company developed from a domestic contractor into one of Turkey’s most internationally active infrastructure and industrial-services businesses. Its name is derived from the first syllables of Turkish words associated with the founders’ relationship as brothers-in-law. The company’s principal activities include engineering, procurement and construction, infrastructure development, power generation, industrial facilities, oil and gas projects, transportation infrastructure, real estate, construction-equipment trading, and manufacturing. Through subsidiaries and joint ventures, ENKA has delivered power plants, airports, bridges, motorways, tunnels, pipelines, ports, hospitals, office developments, shopping centers, and other complex facilities. Its work has extended across Europe, the Middle East, Central Asia, Africa, and the former Soviet Union. ENKA’s early growth came through Turkish transport and civil-engineering projects, including road works and bridge construction. During the 1970s it expanded into construction-equipment distribution and industrial manufacturing, while international work increased in the Middle East. The company built housing, water-treatment, cement, energy, and oil-related facilities in the region and established a reputation for handling technically demanding projects. A major strategic turning point was ENKA’s entry into the Soviet and Russian markets. It opened a Moscow office in 1987 and subsequently became involved in commercial real estate, infrastructure, energy, and public-sector construction. Partnerships with Bechtel and other international companies enabled ENKA to participate in large transportation, oil and gas, and power projects in countries including Kazakhstan, Romania, Albania, Kosovo, Iraq, Oman, Georgia, and Russia. Its Russian real-estate activities included office, retail, and mixed-use developments, while its energy portfolio included large gas-fired power plants and industrial power facilities. Leadership has remained closely associated with the Tara family. Şarık Tara transferred control to his son Sinan Tara in 1984, and Mehmet Tara later became a senior executive and chairman. This succession reflected the group’s stated preference for relatively young leadership while retaining continuity in ownership and management. Sadi Gülçelik’s legacy is also reflected in ENKA’s philanthropic and sporting institutions. ENKA operates through a broad international project model rather than a consumer-facing product-brand model. Its competitive positioning rests on engineering capability, project execution, access to international partners, experience in difficult operating environments, and the ability to combine construction with investment and long-term operations. The group has employed tens of thousands of people and has reported project experience in approximately 60 countries by 2025. In 2025 it also established ENKA Data Solutions, a business line focused on data-center construction and operations, indicating an effort to extend its infrastructure expertise into digital infrastructure. Its real-estate portfolio continued to expand internationally, including the reported acquisition of the Park House office building in the United Kingdom in late 2025. ENKA is also associated with the ENKA Foundation, which supports education, sports, culture, and the arts. Foundation initiatives include schools, scholarships, sports facilities, and cultural venues in Istanbul and elsewhere in Turkey. The company remains an active Turkish-listed engineering and construction group with a global project footprint.

History

ENKA was established in Istanbul in 1957 by Şarık Tara and Sadi Gülçelik. The founders selected the name from Turkish kinship terms describing their relationship as brothers-in-law. The company’s first major activities centered on Turkish civil engineering, including road and bridge works. Its early portfolio included the İstinye Highway Bridge and the Babaeski–Kuleli road project. In the early 1970s, ENKA partnered with Wayss and Freytag on major Istanbul works, including the Ortaköy viaducts and the Bosphorus Bridge. The company broadened its business during the 1970s. ENKA Pazarlama was established in 1972 as a sales-oriented subsidiary for earthmoving equipment and construction machinery, and Cimtas was founded the following year. International expansion accelerated during the 1970s and 1980s, particularly in the Middle East. ENKA undertook housing, water-treatment, cement, power, and oil-related projects, including a housing development in Al Medinah, Saudi Arabia, and the Trakya Natural Gas Combined Cycle Plant, described as Turkey’s first natural-gas power plant. In 1984, ENKA and Toyo completed an expansion of the Iraq–Turkey Crude Oil Pipeline. After Sadi Gülçelik died in an aircraft crash in 1980, Şarık Tara became the company’s sole proprietor. In 1984 he passed the company to his son, Sinan Tara. ENKA continued moving toward large international contracting projects and entered the ranks of major international contractors. It opened a Moscow office in 1987, establishing a foundation for a long-term presence in Russia after the dissolution of the Soviet Union. In 1995, ENKA worked with the Moscow city government on the MosENKA development. It later created Moskva Krasnye Holmy for Russian office, retail, and leisure investments. ENKA’s Russian development activities expanded through RamENKA, a 1997 joint venture with Migros. RamENKA developed shopping centers in Russia, and ENKA became its sole owner after Migros sold its interest in 2007. By 2000, the group had built ten Russian shopping malls. The Russian market also became important for ENKA’s civil-engineering, energy, and public-building activities, including work on the Russian Federation Government House, commonly called the White House, and the Petrovsky Passage. During the 1990s and 2000s, ENKA increasingly relied on international joint ventures, especially with Bechtel. Projects included the Tengiz oil-field development in Kazakhstan, the Gebze, Adapazarı, and İzmir gas power plants in Turkey, the Bregana–Zagreb–Dubrovnik motorway in Croatia, and the Kashagan oil-field artificial island in Kazakhstan. The company also participated in the Sakhalin II onshore processing facility and the Sakhalin I De-Kastri oil export terminal in Russia. With Bechtel, it worked on Romania’s Transylvanian Motorway, Albania’s highway tunnel project, and major motorway links in Kosovo. ENKA’s subsequent portfolio covered power, transport, healthcare, ports, and commercial property. It completed Donbas Arena in Ukraine in 2009 and participated in the redesign of Muscat International Airport in Oman. In Iraq, it worked on the Erbil Independent Power Project, the Sulaymaniyah Combined Cycle Power Plant, the Bismayah power plant, and the Basra Multi-purpose Terminal. In Russia, it constructed or upgraded power-generation facilities, including the third unit at Berezovskaya and a plant for Nizhnekamskneftekhim with Siemens. Its real-estate projects included Kuntsevo Plaza and Kashirskaya Shopping Center. The company continued to win major European and Middle Eastern contracts in the 2010s and 2020s. These included the South Caucasus Pipeline Expansion Project, the Morava Corridor Motorway in Serbia, a medical complex in St. Petersburg incorporating proton-therapy facilities, piping systems for the Hinkley Point C nuclear power station in the United Kingdom, and the Dradenau combined heat and power plant in Hamburg. ENKA was also selected as general contractor for a new Yandex headquarters building in Russia. ENKA’s institutional identity extends beyond contracting. The ENKA Foundation supports education, sport, culture, and the arts. Its cultural facilities, established in 1988, include the ENKA Eşref Denizhan Open Air Theater and ENKA Auditorium. The Sadi Gülçelik Sports Complex commemorates the company’s co-founder. Foundation-supported schools were opened in Istanbul in 1996, followed by the Adapazarı ENKA School after the 1999 earthquake and a technical and industrial vocational high school in Gebze in 2008. By 2025, ENKA was described as having delivered projects in nearly 60 countries. Its establishment of ENKA Data Solutions marked an expansion into data-center infrastructure and operations, while the reported acquisition of the Park House office building in the United Kingdom reflected continued international real-estate investment.
