Overview

Eurochambres, formally the Association of European Chambers of Commerce and Industry, is a European chamber network and business-representation organisation. It acts as a collective voice for chambers of commerce and industry in European policy discussions, connecting institutions at European level with regional and local business communities. Its work combines advocacy, economic analysis, chamber-network coordination and the management of practical European projects. The organisation was created in 1958, shortly after the establishment of the European Economic Community. Its original purpose was to promote the views of chambers on the gradual alignment of national legislation and to support broader European cooperation. The initiative began with six members and was initially organised as a permanent conference of chambers from the European Economic Community. In 1977, Eurochambres became an international non-profit organisation in Belgium. Its membership and network subsequently expanded as European integration developed and as chambers from a wider group of countries joined the association. Eurochambres represents more than 20 million businesses through its members and a network of approximately 1,700 regional and local chambers across Europe. The businesses represented through the chamber system are predominantly small and medium-sized enterprises: more than 93% are SMEs. Collectively, the represented businesses employ more than 120 million people. These figures give Eurochambres a broad constituency, while the chamber network provides connections to businesses operating in particular regions, sectors and cross-border markets. The organisation’s policy work covers competitiveness, the business environment and the wider economic and regulatory framework affecting companies in Europe. Eurochambres develops positions based on priorities identified by its chamber members and communicates those positions to European institutions and policymakers. Its role is therefore both representative and intermediary: it aggregates chamber perspectives while bringing practical information from entrepreneurs and companies into European policy debates. Research and economic monitoring are important parts of this activity. The Eurochambres Economic Survey gathers and analyses business expectations and economic trends across the European chamber network. The survey helps identify common concerns among businesses and supports the organisation’s advocacy on economic and regulatory issues. Eurochambres also organises forums that bring together entrepreneurs, chamber leaders, business representatives and policymakers. The European Parliament of Enterprises, launched in 2008 in cooperation with the European Parliament, gives hundreds of European business representatives an opportunity to debate and vote on matters affecting the business environment. The Eurochambres Congress provides another platform for discussing economic and policy challenges, exchanging views on Europe’s economic future and strengthening cooperation among chambers. In addition to representation and convening, Eurochambres manages European projects, including initiatives supported by European Union funding. These projects are implemented with chambers and other partners and can support businesses, regional development and cross-border cooperation. Eurochambres therefore operates less like a consumer-facing commercial brand than like a membership-based institutional platform: its value lies in policy influence, network coordination, economic intelligence and practical support for the chamber community and the businesses connected to it.

History

Eurochambres emerged in the context of the first phase of European economic integration. On 28 February 1958, shortly after the creation of the European Economic Community, six chamber organisations established a permanent conference to ensure that chambers’ views were heard as European cooperation developed. The founding agenda focused on the implications of European unification for business, particularly the coordination of national legislation and the creation of conditions for closer economic cooperation. The organisation’s early role was to provide a common channel through which chambers could discuss European developments and communicate business concerns. Rather than representing one individual sector, Eurochambres was designed to reflect the broad constituency of chambers of commerce and industry, whose members included companies of different sizes and from different parts of the economy. This gave the organisation a practical connection to businesses while European institutions were developing common rules and policies. In 1977, Eurochambres became an international non-profit organisation in Belgium. This formalised its role as a European-level association and provided an institutional basis for its continuing work. Over subsequent decades, its membership expanded beyond the original six-country setting to include national chamber associations and transnational chamber organisations from a wider Europe. The growth of the network followed the enlargement and deepening of European cooperation. Eurochambres developed a combined policy and network function. It represented chamber positions in European debates on competitiveness, regulation, economic conditions and the business environment, while also maintaining links among national, regional and local chambers. Through these connections, the organisation could transmit European policy concerns to the chamber network and bring information about conditions facing businesses into discussions with policymakers. Economic analysis became a central supporting activity. The Eurochambres Economic Survey provides a recurring view of business expectations and economic trends across the chamber network. By collecting information from chambers and their member businesses, the survey supports evidence-based policy positions and helps identify shared pressures affecting companies in different European markets. Public engagement and direct dialogue with entrepreneurs expanded through the European Parliament of Enterprises. Launched in 2008 in cooperation with the European Parliament, the initiative brings business representatives to a parliamentary setting where they can debate and vote on issues affecting Europe’s business environment. Editions followed in 2010, 2014, 2016, 2018, 2023 and 2025, making the event one of the organisation’s most visible platforms for connecting business representatives with European policymaking. The Eurochambres Congress provides a complementary forum for chamber leaders, business representatives and policymakers. It is intended to support discussion of major economic and policy challenges, consideration of Europe’s economic direction and cooperation across the chamber network. Alongside these events, Eurochambres has managed European projects, including EU-funded initiatives carried out with chambers and other partners. Such work extends the organisation’s activities beyond advocacy into practical programmes supporting businesses, regional cooperation and cross-border activity. Today, Eurochambres represents more than 20 million businesses through its members and a network of around 1,700 regional and local chambers. More than 93% of the represented businesses are SMEs, and the combined workforce of those businesses exceeds 120 million people. Its continuing identity is that of a chamber-based European intermediary: it combines institutional advocacy with local economic connections, business research, convening and project implementation.
