Overview
The European Union of Rechtspfleger (Europäische Union der Rechtspfleger, E.U.R.) is a politically neutral non-governmental organisation founded in 1967 that represents the profession of the Rechtspfleger and comparable judicial professions across Europe. It holds consultative status with the Council of Europe (since 1971) and observer status with the European Commission for the Efficiency of Justice (CEPEJ) since 2003. Its principal aims are participation in the drafting, development and harmonisation of laws at European and international level, and the promotion of judicial cooperation and court efficiency. The organisation is structured around ordinary members — national professional associations from Germany, Estonia, France, Italy, Luxembourg, Austria, Poland, Portugal, Romania, Spain and the Czech Republic — and associated members from Belgium, Denmark, Poland, Japan, Mali, Morocco, Mauritania, South Korea and Tunisia. It has produced key policy documents including the 2008 Green Book for a European Rechtspfleger, updated in 2016 as the White Book for a Rechtspfleger for Europe (RGFE), a 2021 Manifesto for a 'Rechtspfleger for Europe', and a 2024 statement on artificial intelligence in the tasks of Rechtspfleger and similar professions. The current board, appointed in September 2022, comprises President Walter Szöky (Austria), Secretary General Manila Harder (Germany) and Treasurer Peter Ramrath (Germany). Administrators supporting the board include honorary presidents Jean-Jacques Kuster (France) and Wolfgang Lämmer (Germany), vice-president Ute Holzer-Stern (Austria), and VDRÖ board members Stefan Damböck and Raphael Finster (Austria). The EUR participates in CEPEJ working groups, EU Commission expert groups on judicial training, the ERA board of trustees, the EU Forum of Justice and Legal Professions, and as a stakeholder for e-CODEX at EU-LISA.
History
The European Union of Rechtspfleger (E.U.R.) was founded in 1967 as a politically neutral non-governmental organisation representing the profession of the Rechtspfleger and comparable judicial professions in Europe. It has held consultative status with the Council of Europe since 1971 and observer status with the European Commission for the Efficiency of Justice (CEPEJ) since 2003. Its core objectives include participation in the drafting, development and harmonisation of laws at European and international level, and the promotion of judicial cooperation and improvement of court efficiency and accessibility. In 2008, under the leadership of Thomas Kappl, President of the E.U.R. from 2007 to 2013, the organisation produced a Green Book for a European Rechtspfleger. This was updated in 2016 under the presidency of Jean-Jacques Kuster and expanded into a concrete model as the White Book for a Rechtspfleger for Europe (RGFE). In 2021, the EUR drafted a Manifesto for a 'Rechtspfleger for Europe' to support the development and dissemination of the profession across Europe. On 20 September 2024, at the General Assembly in Tallinn, Estonia, under the presidency of Walter Szöky, a statement on 'Artificial Intelligence in the tasks of Rechtspfleger and similar professions' was adopted. The Green Book, White Book, Manifesto and AI statement are available on the EUR website. The organisation's ordinary members are the national professional associations of Germany, Estonia, France, Italy, Luxembourg, Austria, Poland, Portugal, Romania, Spain and the Czech Republic. Associated members include professional associations from Belgium, Denmark, Poland, Japan, Mali, Morocco, Mauritania, South Korea and Tunisia. The EUR participates in various projects through its board members and administrators, including as an observer in CEPEJ working groups at the Council of Europe, as an expert group member in the EU Commission's DG Justice for judicial training, on the board of trustees of ERA (European Law Academy), in the EU Forum of Justice and Legal Professions, and as a stakeholder for e-CODEX at EU-LISA. The current board, appointed in September 2022, consists of President Walter Szöky (Austria), Secretary General Manila Harder (Germany) and Treasurer Peter Ramrath (Germany).
