Overview

The ELRA Language Resources Association (ELRA) is a non-profit organisation founded in 1995. Its main mission is to make Language Resources (LRs) for Human Language Technologies (HLT) available to the community at large. To achieve this, ELRA carries out activities around LRs including Identification & Distribution, Production & Validation, Technology Evaluation, and Information Dissemination on HLT. ELRA is involved in Special Interest Groups including SIGUL on under-resourced languages, SIGSLT on spoken language translation, and SIGANN, the ACL and ELRA Special Interest Group for Annotation. ELRA's origins trace to the RELATOR project, launched by the European Commission and a large number of stakeholders in the language engineering field, whose primary result was the establishment of ELRA.

History

In the 1990s, funding agencies, in particular the European Commission through the DGXIII Language Engineering sector headed by Roberto Cencioni, considered that successful development of language technologies relied significantly on the availability of large-scale Language Resources elaborated with appropriate standards, methodologies, and data manipulation tools. To carry out strategic analysis, the European Commission and a large number of stakeholders in the language engineering field decided to launch a project called RELATOR. The project sought to establish a comprehensive organizational framework for the generation of Language Resources for both written and spoken language engineering needs, and to assess the viability of a coordinated European network of repositories for storing, disseminating, and maintaining Language Resources. The primary result of RELATOR was the establishment of ELRA along with the launch of several LRs. ELRA was founded in 1995.
