Overview
Eutelsat OneWeb is the low Earth orbit satellite broadband business of Eutelsat Group. The company operates a constellation of communications satellites designed to deliver high-speed, low-latency connectivity to places where terrestrial networks are unavailable, unreliable, or difficult to deploy. Its principal customers are businesses, governments, telecommunications operators, aviation and maritime companies, and other institutional users rather than exclusively residential consumers. The business began in 2012 as WorldVu, a venture founded by Greg Wyler and initially based in the British Channel Islands. It later adopted the OneWeb name and pursued a large-scale “mega-constellation” model: many relatively small satellites operating in low Earth orbit and connected to ground infrastructure. The company acquired spectrum rights formerly associated with SkyBridge and attracted investment and commercial interest from Virgin Group, Qualcomm, SoftBank, Airbus Defence and Space, Hughes Network Systems, Bharti Global, the Government of the United Kingdom and other partners. Its early plans changed repeatedly as the proposed constellation size, satellite design, launch schedule and financing requirements evolved. OneWeb selected Airbus Defence and Space as its principal manufacturing partner and created the OneWeb Satellites joint venture. A high-volume satellite factory was established at Merritt Island, Florida, while Airbus also supported manufacturing activity in Toulouse. The production model was intended to reduce the cost and time required to build hundreds of spacecraft. The first six OneWeb satellites were launched from French Guiana in February 2019, and further launches followed through 2019 and early 2020. The company entered Chapter 11 bankruptcy protection in March 2020 after failing to secure sufficient capital to complete its network. The filing occurred during the economic disruption caused by the COVID-19 pandemic. OneWeb substantially reduced its workforce but retained control of its satellites and operational capability. In July 2020, a consortium led by Bharti Global and the UK government was selected to acquire the business. The transaction closed in November 2020, enabling OneWeb to leave bankruptcy and resume its deployment programme. The UK government received special rights connected with strategic control, while Bharti became a major shareholder and operating partner. After the restructuring, Neil Masterson became chief executive and the company accelerated launches using Soyuz vehicles under its Arianespace agreement. Eutelsat invested in OneWeb in 2021 and subsequently became its controlling shareholder. OneWeb also expanded its government-distribution capability through the acquisition of TrustComm, which became OneWeb Technologies, and attracted strategic investment from Hanwha Systems. By March 2023, the constellation had reached 618 satellites, sufficient for global coverage under the company’s first-generation deployment plan. In September 2023, Eutelsat completed its combination with OneWeb, creating the Eutelsat Group. OneWeb continues to operate as the group’s low Earth orbit connectivity business, complementing Eutelsat’s geostationary satellite fleet. The combined portfolio is intended to offer customers a multi-orbit communications proposition, with OneWeb supplying low-latency connectivity and Eutelsat’s geostationary assets supporting broad coverage and other satellite services. The brand remains associated with enterprise-grade satellite connectivity, network resilience, digital inclusion and communications for remote or mobile environments.
History
OneWeb was founded in 2012 under the name WorldVu. The venture pursued the idea that a large number of small satellites in low Earth orbit could provide broadband with lower latency than traditional geostationary satellite systems. Greg Wyler and colleagues developed the concept while exploring spectrum, spacecraft production and launch economics. WorldVu later acquired spectrum rights formerly associated with SkyBridge, an earlier satellite broadband project, and changed its operating name to OneWeb. During 2014 and 2015, OneWeb evaluated relationships with Google, SpaceX and major aerospace manufacturers. It sought a manufacturing model capable of producing satellites at a rate far above that of conventional bespoke spacecraft. The company selected Airbus Defence and Space in 2015 and established OneWeb Satellites, a joint venture intended to manufacture the fleet at scale. OneWeb also signed or pursued launch arrangements involving Arianespace and Virgin Galactic. Funding came from a group that included Virgin Group and Qualcomm, followed by major investment from SoftBank and additional existing investors. A proposed combination with Intelsat was discussed in 2017 but did not proceed. OneWeb’s constellation design and deployment target changed several times. The first-generation plan ultimately centered on 648 satellites, including operational spacecraft and in-orbit spares, at an altitude of approximately 1,200 kilometres. The company built a satellite production facility at Merritt Island, Florida, and reported reaching a production rate of two satellites per day by January 2020. Airbus facilities in Toulouse also contributed to manufacturing activity. The first six satellites were launched on 27 February 2019 from the Guiana Space Centre aboard a Soyuz rocket. Additional launches in 2019 and early 2020 increased the fleet, while OneWeb worked to satisfy international spectrum-use requirements. In February and March 2020, the company launched a further group of satellites before pausing deployment for design changes and financial reassessment. On 27 March 2020, OneWeb Global Limited and 18 affiliates filed for Chapter 11 protection in the United States. The company attributed the crisis to the financial consequences of the COVID-19 pandemic and its inability to raise the capital needed to finish the network. Approximately 85 percent of its workforce was laid off, although the satellite fleet remained controllable. A consortium led by Bharti Global and the UK government won the bankruptcy auction in July 2020. The transaction was approved by the bankruptcy court and closed in November, allowing OneWeb to emerge with new ownership and a revised financing structure. The UK government’s investment generated public debate, including formal concerns from a civil servant about taxpayer exposure, but the government proceeded with the purchase. Following the restructuring, OneWeb resumed launches under its Arianespace agreement. Neil Masterson was appointed CEO in November 2020. New funding from SoftBank and Hughes supported the first-generation fleet, while Eutelsat acquired a substantial stake in 2021 and Bharti increased its ownership. OneWeb also purchased TrustComm, turning it into OneWeb Technologies to support US government distribution and managed communications. The constellation expanded rapidly in 2021 and 2022. Strategic investor Hanwha Systems acquired a stake in 2021 and obtained board representation. Launches were later affected by geopolitical circumstances, including the suspension of planned Soyuz missions from Baikonur. OneWeb nevertheless completed the first-generation deployment sufficiently to reach 618 satellites by March 2023, a level described as adequate for global coverage. In September 2023, Eutelsat completed its merger with OneWeb. The resulting Eutelsat Group combines a geostationary satellite operator with OneWeb’s low Earth orbit network. OneWeb remains the group’s LEO connectivity brand and business platform, serving institutional and commercial customers through distributors, telecom partners and specialized vertical-market providers. Its strategic role is to provide low-latency, resilient connectivity for locations and users that cannot be served economically or reliably by terrestrial networks alone.

Controversies
2020
Public concerns over UK government acquisition
During the bankruptcy acquisition process, a senior UK civil servant raised concerns that public funds could be exposed to risk. The minister responsible formally overruled the concerns and the government proceeded with the investment. This was a public-sector investment controversy rather than an allegation of criminal misconduct by OneWeb.

Intelsat sues OneWeb and SoftBank Group
Intelsat sued OneWeb and SoftBank Group in New York, alleging fraud, conspiracy, and breach of contract. The complaint alleged that OneWeb and SoftBank made false or misleading statements during negotiations and that OneWeb secretly planned to treat an agreement as terminated and compete with Intelsat.
