Overview
The Federação Nacional de Estudantes de Arquitetura e Urbanismo do Brasil (FeNEA) is the national body that represents undergraduate architecture and urbanism students in Brazil. It is the central entity of the student movement in that field, bringing together more than 80,000 undergraduate students from over 700 Brazilian architecture and urbanism schools. The federation represents these students before government agencies and professional bodies, including participation in the Colegiado Permanente das Entidades Nacionais de Arquitetos e Urbanistas. Beyond representation, FeNEA organizes competitions and a wide range of events, from internal councils focused on deliberation and grassroots work to large gatherings with varied themes and programming. The organization has existed since 1988, although its predecessors date back to the 1930s. Its main event, the Encontro Nacional de Estudantes de Arquitetura (ENEA), has been held more than forty times since the 1970s. FeNEA was also one of the founding entities of the Coordenadoria Latino-Americana de Estudantes de Arquitetura do Cone Sul (CoLEA), although it withdrew from that entity in 2013. FeNEA's principles include representing the interests of architecture and urbanism students and fighting for quality education through participatory and democratic discussion, as well as bringing together and expanding student participation as citizens and future professionals in pursuit of creative, innovative, solidary, collective, human and politically and socially committed education. All architecture and urbanism students in Brazil are part of FeNEA, with academic centers (also known as diretório, secretaria or grêmio at some faculties) forming its base within the schools. Nationally, FeNEA is managed by a board elected at the final plenary of ENEA. This board serves a one-year term starting from the Transition CoNEA, and must follow the guidelines set by students and student entities in the plenaries of the encounters and in the transition CoNEA itself. These guidelines form the basis for all the work of the administration. The FeNEA board is divided into seven areas, six of which are national. There is no president, and no national directorate is hierarchically above another. In addition to the national directorates, there are also regional directorates and advisory bodies. The national directorates include the Diretoria de Documentação e Informação (DDI) and the Diretoria de Comunicação (DiCom), responsible for documenting and communicating all FeNEA work and projects, as well as producing and maintaining informational materials such as newspapers, booklets, the FeNEA website and other outreach materials. The Diretoria de Ensino, Pesquisa e Extensão (DIEPE) is responsible for discussions and projects related to teaching, research and extension in architecture and urbanism, such as recent internship research and the CNI, and for permanent dialogue with entities such as the Ministry of Education and ABEA – Associação Brasileira de Ensino de Arquitetura e Urbanismo. The Diretoria de Finanças (DiFi) is responsible for FeNEA's financial control and fundraising for its maintenance. The Diretoria de Relações Externas (DRE) is responsible for representing the federation before other student representations, such as other federations and course executives, UNE, FENEX, among others, as well as social movements and professional entities linked to architecture and urbanism, such as IAB, CAU, ABEA, FNA, among others. Some of these entities reserve spaces for FeNEA in their events, such as the Colegiado Permanente das Entidades Nacionais de Arquitetos e Urbanistas (CEAU), where FeNEA is a guest member with the right to speak but not to vote. The Diretoria Geral is responsible for...
History
FeNEA has its origins in the first architecture student centers founded in Brazil. Since 1932, this movement has organized through discussions about the field, its teaching conditions, the role of the university and the political-social context. ENEBA – Executiva Nacional dos Estudantes de Belas Artes – was the first organization of architecture students, which from 1953 became known as Executiva Nacional dos Estudantes de Arquitetura. With the beginning of the military regime in 1964, the Executiva was extinguished. In 1972, however, the architecture and urbanism student movement began to articulate again with the holding, still clandestinely, of the I ENEA – Encontro Nacional de Estudantes de Arquitetura e Urbanismo, in São Paulo. At that moment, the Encontros became the greatest opportunity for student articulation. From 1979, with the IV ENEA Salvador, the ENEAs began to take place annually. In 1980, at the V ENEA Rio, students structured themselves as a Pró-Secretaria de Arquitetura of UNE, submitting to its statute and deliberative bodies. This situation lasted until the IX ENEA Olinda in 1985, when the Pró-Secretaria became the ENEA – Executiva Nacional de Estudantes de Arquitetura, approving its own statute. In 1986, during the X ENEA Rio, the creation of a representative entity was proposed, resulting in the transformation of the executiva into a federation at the XII ENEA Belém in 1988. Thus FeNEA emerged, with its first statute approved at the XIII ENEA Belo Horizonte the following year, 1989. At the XVI ENEA Londrina in 1992, a new statute was approved, with publication in the Diário Oficial da União. Since then, officially, FeNEA has been the representation of all architecture and urbanism students in Brazil. At the XXII ENEA Rio in 1998 and the XXVII ENEA Ouro Preto in 2003 the statute was revised, undergoing some updates. Between 2007 and 2008 the statute underwent its last changes to adapt to changes made in the Civil Code. In 2015, at the XXXIX ENEA Rio, the internal regiment was approved, provided for in the statute and complementing it.
