Overview
The Federació d'Escoltisme Valencià (FEV), officially known in Spanish as the Federación de Escultismo Valenciana, is an interdiocesan association that brings together the three Catholic scouting associations of the Valencian Community in eastern Spain: Scouts de Castellón, Moviment Escolta de València, and Scouts de Alicante. It is described as the first ecclesial entity to coordinate at the level of the Valencian Community. Today it groups more than 6,500 children, young people, and educators across more than 70 scout groups in the three provincial capitals and in over 30 towns of the autonomous community. At the national level, the FEV is part of the Movimiento Scout Católico (MSC), the federation of confessional scout associations in Spain, which counts more than 37,000 young people and scout educators across nearly 600 scout groups and has a presence in all autonomous communities and most provinces. The FEV also participates in the Consell de la Joventut de la Comunitat Valenciana (Valencian Youth Council), taking an active role in its standing committee. The federation's origins trace back to the Delegación Diocesana de Escultismo de Valencia, founded in 1958 to shelter scouting activities in Valencia after they had been suspended by decree of the Franco regime in 1940 at the end of the Spanish Civil War. In 1966 the diocesan delegation affiliated with the MSC, prompting the departure of many scout groups that saw this as a distortion and instrumentalization of scouting principles by the Catholic Church for religious proselytism; those groups went on to found the Mediterranean Zone or Region of Scouts de España. From then until 1985, the groups remaining in the delegation were based mainly in the city of Valencia and had about 1,000 active members. In 1980 the Catholic scout groups of Valencia renamed the delegation Moviment Escolta de València-MSC (MEV), and those of Castellón de la Plana founded Scouts de Castelló-MSC. In 1985 a large part of the groups and leaders of Zone XV-Valencia of ASDE Scouts de España joined the Moviment Escolta de València, which thus opened up to a greater regional presence of scout groups. In 1986 Scouts de Alicante-MSC was founded. Catholic scouting became the first confessional youth entity in the Valencian Community. The FEV carries out projects and initiatives including the Escola Lluerna, its official training school for youth leaders and educators, homologated by the Generalitat Valenciana and attached to the Valencian Youth Institute (IVAJ). It offers training courses to scout groups and their leaders, including official qualifications for Monitor de Tiempo Libre Infantil y Juvenil (Nudo Gilwell) and Animador Juvenil (Insignia de Madera). The federation also collaborates in the MSC's Light of Peace from Bethlehem initiative, organized by its three associations in each of the provinces of Alicante, Castellón, and Valencia. The FEV maintains an official website at scoutsfev.org, where it presents its motto "Sempre a punt per a servir" (Always ready to serve) and its educational approach of discovering, growing, and serving. The site provides news and administrative services for members by province and promotes training through the Lluerna school, emphasizing experiential learning through camps and shared values rather than long theoretical courses.
