Overview
Femmes en Mouvement is a French association that works to build a professional network for women in mobility and passenger transport. It was re-founded in its current form in Paris in 2015, following an earlier association of elected officials created in 1993 within the framework of the GART (Groupement des autorités responsables de transport). The organisation brings together women working across transport authorities, operators, consultancies, and related organisations, and it advocates for greater representation of women in decision-making bodies as well as for transport products and services that better reflect women's needs. The association's origins lie in a 1993 congress of the GART held in Nantes on the theme "Who decides?". A group of women responsible for transport organising authorities decided to create a space for exchange and reflection on the place of women in transport authorities. The founding observation was that women made up a large share of public transport passengers but were very poorly represented in decision-making bodies. The early association set itself missions including participating in research and design of new products (especially regarding safety, accessibility, interior layout, and environmental respect), providing elected officials and industry with information on women's expectations, stimulating debate on mobility, and ensuring that women's voices could be heard in public transport and territorial planning. After a period of dormancy, Femmes en Mouvement was recreated in Paris in 2015 following the first international conference dedicated to mobility with 100% female speakers, organised by Marie-Xavière Wauquiez, Élisabeth Oger, Marie Stéphan, Nathalie Ancelin, Véronique Haché, Claire Gervais, Véronique Michaud, and Pauline Depoorter. The current association aims to demonstrate that women experts and professionals are numerous and legitimate in the mobility field, to support their leadership in a rapidly changing sector, and to create a cross-organisational network that fosters women's careers in transport. The association is led by a bureau. Marie-Xavière Wauquiez serves as president. Marion Apaire was initially vice-president, and since 2019 Zakia Sidhoum has held that role. Aline Delatte was secretary and Raphaëlle Franklin treasurer until September 2021, when a new bureau was elected: Christine Chary became secretary and Aline Delatte treasurer. Femmes en Mouvement has launched local branches, starting with Lyon in 2019 (led by Christine Chary, organising two to three events per year) and Lille in March 2022, launched by Marie-Xavière Wauquiez and Anne-Sophie Gamblin. In terms of activity, the association follows a networking method and organises about one event per month. Formats include the "apéro" evening gatherings around one or more speakers, and "Transports au féminin" events organised in partnership with the association Rêv'Elles. In 2019, in partnership with Ville, Rails et transports, it created the first "prix de la mixité" (gender diversity award). In 2020 it launched "Vélodacieuses" events, which involve taking a municipal election candidate or their representative on a daily journey to analyse strengths and areas for improvement. In 2021 it created the first edition of a "7 familles de la mobilité au féminin" card game. As of June 2022, Femmes en Mouvement had the support of 21 member organisations, including Transdev, Keolis, UITP, SNCF Mixité, Egis, Heetch, Voi, Cyclofix, Dott, Kisio, RATP Dev, Lime, UTP, Rekeep, and ViaID by Mobivia, among others. It is also supported by public figures and sector personalities, including Élisabeth Borne, former Minister of Labour and Transport and former president of the RATP group, and Anne-Marie Idrac, who has supported the association since its creation.
History
The history of Femmes en Mouvement begins in the 1990s. At the 1993 congress of the Groupement des autorités responsables de transport (GART) held in Nantes on the theme "Who decides?", a group of women responsible for transport organising authorities (AOT) who were members of the GART decided to create a tool for exchange and reflection among elected officials responsible for transport regarding the place of women in transport authorities. The association was founded on the observation that women were strongly represented among public transport passengers but very poorly represented in decision-making bodies. Its missions were to participate in research and design of new products, particularly regarding safety, accessibility, interior configuration, and environmental respect; to provide elected transport officials and industrialists with information on women's expectations based on the association's work, information gathered from members' personal and professional experience, and the European network it initiated and participated in; to stimulate and lead debate on mobility by proposing pragmatic and innovative solutions; and to act so that women could make their views heard in the world of public transport and so that public transport would be taken into account when discussing women's role in territorial and urban planning. The association was successively presided over by Yvette Duval (mayor of Plouzané from 1989 to 2001, vice-president of the Finistère general council and regional councillor for Brittany) and Catherine Coutelle, deputy mayor of Poitiers responsible for mobility (1995-2001) and later deputy for Vienne. The bureau secretary was Francine Loiseau, a journalist-editor (Amarcande), and her deputy was Véronique Michaud, general secretary of the Club des villes cyclables. After this initial period, the association was recreated in Paris in 2015 following the first international conference dedicated to mobility with 100% female speakers, organised by Marie-Xavière Wauquiez, Élisabeth Oger, Marie Stéphan, Nathalie Ancelin, Véronique Haché, Claire Gervais, Véronique Michaud, and Pauline Depoorter. The objectives assigned to the association are to demonstrate that women experts and professionals are numerous and have their full place and legitimacy in this field; that they act, innovate, and acquire growing and winning leadership in a sector in full transformation; and to create a cross-organisational network to foster women's careers in the transport sector. The association is presided over by Marie-Xavière Wauquiez. The vice-president was initially Marion Apaire, and since 2019 it has been Zakia Sidhoum. Aline Delatte was secretary and Raphaëlle Franklin treasurer until September 2021. In September 2021, a new bureau was elected: Christine Chary became secretary and Aline Delatte treasurer. In 2019, Femmes en Mouvement launched a branch in Lyon. This branch organises two to three events per year and is led by Christine Chary. In March 2022, Marie-Xavière Wauquiez and Anne-Sophie Gamblin launched a branch in Lille. The association follows a networking method but also organises about one event per month. Formats include the "apéro" where participants gather around one or more speakers in the evening, and "Transports au féminin" events organised in partnership with the association Rêv'Elles. In 2019, in partnership with Ville, Rails et transports, the association created the first "prix de la mixité". In 2020, it launched its first "Vélodacieuses" events, which consist of taking a candidate in municipal elections or one of their representatives on a daily journey to analyse its strengths and points for improvement. In 2021, Femmes en Mouvement created the first edition of the "7 familles de la mobilité au féminin" card game. Since June 2022, Femmes en Mouvement has had the support of 21 organisations. They are members of the association and thereby mark their commitment. These include Transdev, Keolis, UITP, SNCF Mixité, Egis, Vélogik, CFTR, Vélo & territoires, Egis rail, Heetch, Voi, Cyclofix, Dott, Kisio, RATP Dev, Club des villes & territoires cyclables et marchables, Lime, UTP, Rekeep, and ViaID by Mobivia. The association is also supported by women in the sector, some of whom appear on the association's website. Among them are Élisabeth Borne, former Minister of Labour and Transport and former president of the RATP group, and Anne-Marie Idrac, who has supported the association since its creation.
