Overview
FLÜWO Bauen Wohnen eG is a German housing cooperative headquartered in Stuttgart-Degerloch. It was founded on 6 August 1948 under the name "Gemeinnützige Flüchtlings-Wohnungsbaugenossenschaft Stuttgart eGmbH" by Fritz Kleiner, himself a displaced person, in response to the severe housing shortage after the Second World War, particularly among refugees and expellees. The cooperative was entered in the cooperative register in 1949, and construction began in Esslingen am Neckar, Ulm and Stuttgart-Degerloch. The cooperative's core business is the rental, management and ongoing development of its own residential portfolio. It provides housing to its members and continuously develops its stock through new construction, acquisitions, maintenance and modernization. Members live on the basis of a permanent usage contract (Dauernutzungsvertrag), which excludes termination due to owner's own need; the right of use persists as long as contractual obligations are met. Surpluses generated are reinvested in the preservation and modernization of the portfolio, in new construction and in the expansion of service offerings. As of 31 December 2020, FLÜWO maintained 9,908 residential units at 31 locations, mainly in Baden-Württemberg and to a small extent in Saxony, plus 79 commercial units, corresponding to a residential/usable area of 654,612 m². It also had 5,480 garages and parking spaces. The number of members as of 31 December 2020 was 11,512, holding cooperative shares of around 17 million euros. By 31 December 2025, the cooperative reported being represented at 33 locations. The majority of the portfolio is concentrated in the greater Stuttgart area and the Rhine-Neckar region. Further holdings are in Karlsruhe, Pforzheim, Göppingen, Ulm and surroundings, as well as outside Baden-Württemberg in Dresden and Coswig. FLÜWO offers its members modern and needs-based rental apartments, high residential quality, attractive residential surroundings with green spaces and playgrounds, regional service offices, professional caretakers, broadband cable connections and active neighbourhood work. The cooperative is one of the largest housing cooperatives in southern Germany.
History
FLÜWO Bauen Wohnen eG was founded on 6 August 1948 under the name "Gemeinnützige Flüchtlings-Wohnungsbaugenossenschaft Stuttgart eGmbH" by Fritz Kleiner, himself a displaced person. The founding was a response to the housing shortage after the Second World War, especially among expellees and refugees. One year after founding, in 1949, the cooperative was entered in the cooperative register. Construction began in Esslingen am Neckar, Ulm and Stuttgart-Degerloch. In 1952, FLÜWO began building in Pforzheim, Bruchsal and Karlsruhe. The balance sheet total at the end of that year was 24.11 million DM. By 1958, FLÜWO provided housing for well over 6,000 families. In 1963, the cooperative built free-financed apartments for the first time (without financial assistance from municipalities). The balance sheet total that year was 128.72 million DM; with 8,369 apartments, FLÜWO was the largest cooperative-based property owner in the territory of the then Federal Republic of Germany. In 1984, responding to the need for age-appropriate housing, FLÜWO together with the City of Stuttgart and the Wohlfahrtswerk für Baden-Württemberg built a barrier-free building with age-appropriate apartments, communal and therapy rooms, where older members can continue to live independently in a central inner-city location and receive help when needed. In 1985, a new administrative building was erected. From 1993, FLÜWO created its first 145 rental units in the new federal states, in the greater Dresden area. As of 31 December 2020, FLÜWO maintained 9,908 residential units at 31 locations, mainly in Baden-Württemberg and to a small extent in Saxony, plus 79 commercial units, corresponding to a residential/usable area of 654,612 m².
