Overview

Flyt AS is a Norwegian toll service provider (AutoPASS issuer) and a wholly owned subsidiary of the insurance company Gjensidige Forsikring ASA. It is Norway's second-largest AutoPASS issuer, serving approximately 775,000 customers. The company was established on 12 January 2021 and is headquartered in Bergen. Its core business is managing AutoPASS agreements, distributing on-board units (toll tags), and invoicing for toll road passages. Flyt also holds EETS (European Electronic Toll Service) issuer approval, which supports interoperability across the EU/EEA, and its AutoPASS tags can be used in toll facilities participating in the EasyGo cooperation. Flyt's origins lie in the Norwegian toll reform. White Paper 25 (2014–2015) clarified that the issuer role should be separated from toll road companies to establish independent issuers. The Issuer Regulation for tolls and ferry tickets was adopted on 14 December 2018 and entered into force on 1 January 2019. Existing issuers received an 18-month dispensation to divest their issuing activities, later extended to 31 December 2021. Ferde, the regional toll company owned by Agder, Rogaland and Vestland counties, began preparing to sell its issuing business in 2019. In February 2021 Ferde separated its issuing operations into a division called Flyt, which then became a subsidiary. On 1 May 2021 the division's activities and assets were transferred from Ferde to Flyt AS. On 30 June 2021 it was announced that Gjensidige would buy Flyt, Ferde's issuing business with about 550,000 customers. Gjensidige had also acquired over 226,000 AutoPASS agreement customers from Vegamot, the regional toll company in Møre og Romsdal and Trøndelag, announced on 7 May 2021. On 1 November 2021 Flyt AS took over all Vegamot customers as the acquisitions were completed. Today Flyt offers customers access to manage their agreements via the Bilista app, an overview of registered passages, invoice overview, discounts on toll passages and ferries throughout Norway, a toll tag usable abroad, and email notification upon vehicle sale. Standard customers also receive benefits from partners such as Gjensidige insurance and REDGO roadside assistance. Flyt has an agreement with Norbit for the supply of AutoPASS on-board units. The company aims to be the preferred supplier of AutoPASS agreements.

History

Flyt AS was established on 12 January 2021 and is headquartered in Bergen, Norway. It is a wholly owned subsidiary of Gjensidige Forsikring ASA and is Norway's second-largest AutoPASS issuer with approximately 775,000 customers. The company's creation was a direct result of the Norwegian toll reform. White Paper 25 (2014–2015) clarified that the issuer role should be separated from toll road companies to establish independent issuers. The Issuer Regulation for tolls and ferry tickets was adopted on 14 December 2018 and entered into force on 1 January 2019. Companies that operated as issuers before the regulation received an 18-month dispensation, later extended to 31 December 2021, during which they had to divest their issuing activities. Ferde, the regional toll company owned by Agder, Rogaland and Vestland counties, began preparing to sell its issuing business to an external market actor in 2019. Ferde moved all AutoPASS customers into a single customer register, Ferde – Brikkeutsteder (formerly Ferde – Bomringen i Bergen). In March 2020 it sent new tags to customers with agreements in Ferde AS – Aust-Agder, Ferde AS – Halsnøysambandet and Ferde AS – Listerpakken; in April to those with agreements in Ferde AS – Stordalstunnelen (Åkrafjorden), Finnfast and Jondalstunnelen; in May/June to those in Ferde AS – Bømlopakken, Kvammapakken and Vossapakko; in September to those in Haugalandspakken and the Kristiansand toll ring; and in October to those in Bymiljøpakken in Nord-Jæren. In February 2021 Ferde separated its issuing operations into a separate division called Flyt. Flyt then became a subsidiary before the issuing business was to be sold to an external actor. The activities and assets of the division were transferred from Ferde to Flyt AS on 1 May 2021, and it was expected to be sold during the first half of 2021. On 30 June 2021 it was announced that the insurance company Gjensidige would buy Flyt, Ferde's issuing business with about 550,000 customers. Gjensidige had also acquired over 226,000 AutoPASS agreement customers from Vegamot, the regional toll company in Møre og Romsdal and Trøndelag, announced on 7 May 2021. On 1 November 2021 Flyt AS took over all Vegamot customers when the acquisitions of the issuing companies from Vegamot and Ferde were completed. Flyt has an agreement with Norbit for the supply of AutoPASS on-board units. The company also holds EETS issuer approval, which ensures interoperability throughout the EU/EEA, and its AutoPASS tags can be used in toll facilities participating in EasyGo. Flyt aims to be the preferred supplier of AutoPASS agreements. Its services include managing agreements via the Bilista app, an overview of registered passages, invoice overview, discounts on toll passages and ferries throughout Norway, a toll tag usable abroad, and email notification upon vehicle sale. Standard customers also receive benefits from partners such as Gjensidige insurance and REDGO roadside assistance.
