Overview

Formez PA — formally Formez PA - Centro Servizi, Assistenza, Studi e Formazione per l'Ammodernamento delle P.A. — is an Italian association with legal personality under private law, operating as an in-house body of the Presidency of the Council of Ministers (Dipartimento della Funzione pubblica) and of its associated public administrations. It was originally established in 1963 as the Centro di formazione e studi per il Mezzogiorno (FORMEZ), within Italy's extraordinary intervention system for the South, and was later reformed and renamed Formez - Centro di formazione studi by Legislative Decree 30 July 1999, no. 285, extending its functions to the whole national territory. The institute is subject to the control, supervision and inspection powers of the Dipartimento della Funzione pubblica, which holds the majority share of the association, and is also subject to the oversight of the Corte dei conti. Its activity and functioning are governed by Legislative Decree 25 January 2010, no. 6, by Decree-Law 9 June 2021, no. 80, by Decree-Law 22 April 2023, no. 44 and by further legislative interventions, giving it a central role in the implementation of the Piano Nazionale di Ripresa e Resilienza (PNRR). Formez focuses on implementing reform and modernisation policies of the Italian public administration through training, recruitment of public personnel, accompaniment and technical assistance — including for small municipalities — as well as promoting innovation and strengthening administrative capacity. It operates through projects managed in the areas of PNRR coordination, development and implementation; administrative capacity; training; recruitment; digital innovation; performance; and communication. It describes itself as a laboratory for public administrations, developing project excellences, testing them and capitalising on their reuse for the benefit of the whole PA, and it promotes the application of artificial intelligence in the public sector. Membership is open to public administrations under Article 1, paragraph 3, of Legislative Decree 25 January 2010, no. 6 — state administrations, regions, provinces and metropolitan cities, municipalities, unions of municipalities and mountain communities — subject to a binding opinion of the Dipartimento della Funzione pubblica. Members pay an annual membership fee of €5,000 (€500 for municipalities with up to 5,000 inhabitants). The Assembly of members includes the Dipartimento della Funzione pubblica and a broad range of Italian public bodies, from ministries and revenue agencies to regions, metropolitan cities, INPS, INAIL, CONI and others. Formez is led by a board of directors composed of a President appointed by decree of the Minister for Public Administration, the Secretary General of the Presidency of the Council of Ministers or a delegate, the head of the Dipartimento della Funzione pubblica, three members designated by the Conferenza unificata, three members designated by the Minister for Public Administration and two experts in training and organisation of public administrations. The board appoints the Director General on the proposal of the President. As of the official website, Giovanni Anastasi is President and Patrizia Ravaioli is Direttrice Generale.

History

Formez was established in 1963 by the Italian government as the Centro di formazione e studi per il Mezzogiorno (FORMEZ), within the broader system of extraordinary public interventions for Southern Italy. Its original mission was tied to the development and modernisation of the Mezzogiorno, providing training and study services in that context. The institute was subsequently reformed by Legislative Decree 30 July 1999, no. 285, which changed its name to Formez - Centro di formazione studi and extended its functions to the entire national territory. Over the years it underwent profound changes that allowed it to acquire a central role in the service of the Italian public administration. Its activity and functioning are now governed by Legislative Decree 25 January 2010, no. 6, by Decree-Law 9 June 2021, no. 80, by Decree-Law 22 April 2023, no. 44 and by further legislative interventions. In this framework Formez has assumed a central role in the implementation of the Piano Nazionale di Ripresa e Resilienza (PNRR). Formez is an association with legal personality under private law, an in-house body of the Presidency of the Council of Ministers - Dipartimento della Funzione pubblica and of its associated administrations. It is subject to the control, supervision and inspection powers of the Dipartimento della Funzione pubblica, which holds the majority share, and to the oversight of the Corte dei conti. Its action focuses on implementing reform and modernisation policies of the public administration through training, recruitment of public personnel, accompaniment and technical assistance — including for small municipalities — as well as promoting innovation and strengthening administrative capacity. It operates through projects managed in the areas of PNRR coordination, development and implementation; administrative capacity; training; recruitment; digital innovation; performance; and communication. Formez presents itself as a laboratory for public administrations: it develops project excellences, tests them and capitalises on their reuse for the benefit of the whole PA. It promotes the application of artificial intelligence in the public sphere and is at the forefront of adopting new organisational models. Membership is open to all public administrations under Article 1, paragraph 3, of Legislative Decree 25 January 2010, no. 6 — state administrations, regions, provinces and metropolitan cities, municipalities, unions of municipalities and mountain communities — subject to a binding opinion of the Dipartimento della Funzione pubblica. Members pay an annual fee of €5,000 (€500 for municipalities with up to 5,000 inhabitants). The Assembly of members includes the Dipartimento della Funzione pubblica and a wide range of Italian public entities, including ministries, revenue and social security agencies, regions, metropolitan cities and others. Formez is led by a board of directors composed of a President appointed by decree of the Minister for Public Administration among subjects with qualified professionality and managerial experience at international level and in public contracts, the Secretary General of the Presidency of the Council of Ministers or a delegate, the head of the Dipartimento della Funzione pubblica, three members designated by the Conferenza unificata (representing regions, the Union of Italian Provinces and the National Association of Italian Municipalities), three members designated by the Minister for Public Administration (one on the suggestion of the Minister for European Affairs) and two members among experts with qualified professionality in the field of training and organisation of public administrations. The board in turn appoints the Director General on the proposal of the President. As of the official website, Giovanni Anastasi serves as President and Patrizia Ravaioli as Direttrice Generale.
