Overview
CVO Zuid-West Fryslân (officially Stichting voor Christelijk Voortgezet Onderwijs in Zuidwest-Fryslân) is a Dutch foundation that unites schools for special secondary education in the southwestern corner of Friesland. The organisation is based in Sneek and serves around 4,400 pupils with a staff of about 530. Its name is commonly abbreviated to CVO ZWF or CVO Súdwest-Fryslân. The foundation describes itself as working from the values of attention and courage, inviting pupils to discover their strengths and to take responsibility for their own development. The foundation's school portfolio includes three main institutions: CSG Bogerman in Sneek, with satellite locations in Balk, Koudum and Wommels; Marne College in Bolsward; and the Christian School for Practical Education "De Zuiderpoort" in Sneek. Together these schools offer a range of secondary education tracks, from practical education (praktijkonderwijs) to pre-university education (vwo), as well as intermediate vocational preparation. CVO ZWF has its roots in an informal partnership among Christian secondary schools in the region that dates back to the 1980s. In 1991 this cooperation was formalised as the Association for Christian Secondary Education in Southwestern Friesland, prompted by a policy environment that increasingly favoured larger school organisations. Over the following years, mergers and government regulations on minimum pupil numbers reshaped the school landscape, leading to the creation of the current foundation. A central administration was established in 1991, and a central bureau with a policy staff followed in 2000. In 2002, the Sneek Christian School for Practical Education "De Zuiderpoort" joined the foundation. Today CVO Zuid-West Fryslân presents itself as a community of learners, emphasising that pupils learn from and with each other. Its schools prepare students for further education, the labour market and global citizenship. The foundation remains a private, not-for-profit organisation under Dutch law, with no stock listing.
History
The current foundation CVO ZWF originated in 1991 as the Association for Christian Secondary Education in Southwestern Friesland (Feriening foar Kristlik Fuortset Underwiis yn Súdwest-Fryslân). It grew out of an informal partnership among several Christian secondary schools in the southwest corner of Friesland that had existed since the 1980s. Around 1990 it became clear that cooperation needed to be formalised to protect the vulnerable position of smaller schools, as educational policy developments increasingly moved towards scaling up. Consequently, in 1991 the following schools came under one board: in Sneek, the Christian LTS Sneek, the Christian School Community for LEAO/LMO "W.G. Baarda Kolleezje", the Christian LHNO "De Opslach", and the Christian School Community "Bogerman Kolleezje"; in Bolsward, the LTS Bolsward and the Christian School Community "Westerlauwers"; and in smaller places, the Christian School Community "Gaasterland" in Balk, the Christian School Community "Zuidwest-Friesland" in Koudum, the Christian School for MAFU "Dr. J.Th. de Visserschool" in Workum, and the Christian School for MAFU "Nij Walpert" in Wommels. Prior to the formation of the school association, the two schools in Bolsward underwent an administrative merger that resulted in the Gysbert Japicx Kolleezje. New government regulations around minimum pupil numbers forced a full school merger in 1994. The LTS Sneek, the W.G. Baarda Kolleezje and LHNO "De Opslach" were absorbed into the Bogerman Kolleezje. The same applied to the MAVOs in Koudum and Wommels, which became satellite locations of the Bogerman. At the same time, the Dr. J.Th. de Visserschool in Workum was closed entirely. Later, the MAVO in Balk also became part of the Bogerman. In 1995, the Marne College was formed in Bolsward, when the Gysbert Japicx Kolleezje merged with the Roman Catholic School Community "Titus Brandsma" to create a broad, interdenominational school. Although CVO ZWF had a central administration since 1991, where finances and personnel and salary accounting were housed, it was only in October 2000, with the appointment of an executive director, that a central bureau with a modest policy staff was created. In November 2002 this was expanded with a system management service. After a careful preparatory project, on 1 August 2002 the Sneek Christian School for Practical Education "De Zuiderpoort", historically a school for children with learning difficulties, also joined CVO ZWF. The foundation has since continued to operate its schools under the CVO Zuid-West Fryslân banner, with CSG Bogerman, Marne College and De Zuiderpoort as its main institutions. It remains a private foundation under Dutch law, serving the Southwest Friesland region.
