Overview

Fugro is a Dutch multinational professional-services company that acquires, interprets and applies geo-data for infrastructure, energy, natural-resources and marine projects. Its work combines geotechnical investigation, land and marine surveying, geoscience, remote sensing, mapping, engineering support and digital data analysis. The company serves clients that need to understand the physical characteristics, risks and changing conditions of the seabed, subsurface, land surface and built environment before or during the development of major assets. Kornelis “Kees” Joustra founded the business on 2 May 1962 under the Dutch name Ingenieursbureau voor Funderingstechniek en Grondmechanica, meaning an engineering bureau for foundation technology and soil mechanics. Fugro initially operated as a land-based engineering and soil-analysis business. It later expanded into offshore work as energy companies developed oil and gas assets at sea. This expansion led Fugro into marine surveying, sonar, remotely operated systems and other technologies for collecting data in difficult or inaccessible environments. The company’s growth has included both organic development and acquisitions. It became publicly listed on the Amsterdam Stock Exchange in April 1992. In 2003, Fugro acquired Thales Geosolutions, at the time its largest acquisition, strengthening its geoscience and survey capabilities. In 2012, CGGVeritas acquired Fugro’s Geoscience Division, changing the scope of Fugro’s portfolio. The company subsequently invested in remote sensing, autonomous and remotely operated marine systems, specialist vessels and mission-control capabilities. Its 2023 acquisition of SEA-KIT International expanded its position in uncrewed surface-vessel technology. Fugro’s activities extend from conventional engineering and surveying to large-scale public-sector mapping, transport-infrastructure assessment, offshore energy support, subsea inspection and search operations. The company has supplied vehicle-mounted video and laser systems for road-condition surveys, supported government mapping and charting programs, and operated autonomous underwater and surface systems. Its work on the search for Malaysia Airlines Flight 370 illustrated the scale and complexity of its marine-survey operations, although the search also generated public criticism of methods and equipment. In 2023, Fugro participated with Australia’s Department of Defence in the search that located the wreck of the SS Montevideo Maru. Fugro remains headquartered in the Netherlands and is listed on Euronext Amsterdam. Its business is international, with operations and projects across land, coastal and offshore environments. The company’s positioning is based on specialist measurement, engineering interpretation and data-driven decision support rather than the sale of a consumer product. Its customers include energy companies, infrastructure owners, governments, engineering firms and organizations developing offshore renewable-energy assets.

History

Fugro was established on 2 May 1962 by Kornelis “Kees” Joustra as Ingenieursbureau voor Funderingstechniek en Grondmechanica, an engineering firm focused on foundations and soil mechanics. Its original business was land-based: surveying sites, analyzing soils and providing engineering knowledge for construction and foundations. This gave the company an early specialization in understanding the physical conditions beneath planned infrastructure. During the following decades Fugro broadened its scope. The development of offshore oil and gas created demand for companies able to survey seabeds, investigate offshore ground conditions and support the design and installation of marine facilities. Fugro expanded into marine operations and developed capabilities in sonar, subsea robotics and other forms of underwater data collection. The offshore downturn associated with the energy crisis of the 1970s temporarily brought this part of the business to a standstill. In October 1987, Fugro acquired its principal competitor, McClelland, creating Fugro-McClelland and strengthening its offshore position. Fugro continued international expansion through acquisitions and subsidiaries. In 1991, it established Fugro Chance in Lafayette, Louisiana, through the acquisition of a surveying company led by John Chance. Related Louisiana operations later provided marine survey, mapping, sonar, seismic, magnetic and video services to oil and gas companies and public-sector agencies. Fugro also developed land surveying, geospatial mapping and transport-infrastructure assessment activities. In April 1992, the company became publicly traded on the Amsterdam Stock Exchange. A major strategic step came in 2003, when Fugro acquired Thales Geosolutions for €147.5 million. The transaction expanded Fugro’s geoscience and survey activities and was described as its largest acquisition at that time. In 2006, the company introduced innovation and excellence awards within its organization. The first Herman Zuidberg Award for Innovation recognized work on an enhanced GPS receiver, while Fugro Chance received an Award of Excellence for its response to hurricanes Ivan, Katrina and Rita. Fugro later added remote-sensing and digital capabilities. In 2012, CGGVeritas acquired Fugro’s Geoscience Division for €1.2 billion, reshaping the company’s portfolio. In 2014, Fugro purchased ROAMES technology from Ergon Energy, supporting the use of remote observation, automated modelling and simulation. Its operational work included airborne laser mapping, orthophotography, geographic information systems, road-condition survey vehicles and marine inspection systems. The company attracted international attention through the search for Malaysia Airlines Flight 370. Fugro Survey Pty. Ltd. received the search contract from the Australian Transport Safety Bureau in 2014 and dedicated vessels, personnel and underwater equipment to the operation. The scale of the assignment demonstrated Fugro’s marine-survey infrastructure, although the company faced criticism during the search regarding equipment and methods. Fugro has continued to invest in offshore and autonomous operations. In 2022 it opened the Fugro SpAARC spacecraft mission-control center in Perth, Australia. In 2023 it purchased two platform supply vessels for conversion to support subsea surveys in offshore oil, gas and renewable-energy markets, opened an operations center in St. John’s, Canada, and acquired SEA-KIT International. In the same year, its autonomous underwater technology contributed to the discovery of the SS Montevideo Maru wreck. Fugro is listed on Euronext Amsterdam and continues to operate as an international geo-data and technical-services company.
