Overview
Fundação D. Luís I (the D. Luís I Foundation) is a Portuguese cultural foundation created in 1996 and based in Cascais. It is responsible for the management and programming of the municipality's cultural facilities, operating as a foundation of municipal origin that is open to private co-funding. Its stated conceptual mission is to "create, develop, host, disseminate and make accessible culture in the municipality of Cascais." The Foundation runs multi-year cultural activity programmes, either on the proposal of interested parties or in cooperation with other institutions and companies. Notable among its partnerships are protocols with the IVAM – Instituto Valenciano de Arte Moderna and the Fundación Bancaja, which enabled exhibitions in Cascais including a show of works by Pablo Picasso. In 2012, following the Framework Law on Foundations (Lei n.º 24/2012 of 9 July), the Foundation was converted into a Public Foundation while remaining a "private-law legal person." This opened a new cycle for the institution, with a new organisational structure and broadened competences that multiplied initiatives and events and consolidated its prestige in its field. The Foundation's cultural and educational programme, ENVOLVE-TE, extends educational action into non-formal contexts, promoting dialogue and shared experience. It operates across venues including the Casa das Histórias Paula Rego, the Centro Cultural de Cascais, the Forte de S. Jorge de Oitavos, the Museu Condes de Castro Guimarães, the Museu da Presidência, the Museu do Mar Rei D. Carlos, and the parks and gardens of the Bairro dos Museus. Its values include innovation, creativity, respect, solidarity, inclusion, sharing, fun, well-being and enjoyment. The Foundation is named after King D. Luís I of Portugal, who reigned from 1861 to 1889, was born in Lisbon in 1838 and died in Cascais in 1889. He was a cultured man of great artistic sensibility.
History
Fundação D. Luís I was created in 1996 as a foundation of municipal origin, tasked with the management and programming of the cultural facilities of Cascais. From its inception it was conceived as open to private co-funding, and it defined conceptual lines centred on creating, developing, hosting, disseminating and making accessible culture in the municipality. Over the years the Foundation developed multi-year cultural activity programmes, proposed by interested parties or carried out in cooperation with other institutions and companies. Among its notable partnerships were protocols with the IVAM – Instituto Valenciano de Arte Moderna and the Fundación Bancaja, which allowed Cascais to host various exhibitions, including a presentation of works by Pablo Picasso. A major turning point came in 2012. Following the determinations of the Framework Law on Foundations, approved by Law n.º 24/2012 of 9 July, the Foundation was transformed into a Public Foundation, while remaining a "private-law legal person." This inaugurated a new cycle in the institution's life. The original conceptual lines were maintained, but a new organisational chart and broadened competences brought greater managerial dynamism. This produced a gratifying return through a multiplication of initiatives and events that consolidated the prestige the Foundation holds in its specific field of intervention. The Foundation's patron is King D. Luís I of Portugal, who reigned from 1861 to 1889. Born in Lisbon on 31 October 1838, he died in Cascais in 1889 at the age of 51. He was the son of D. Maria II and D. Fernando de Saxe-Coburgo-Gota, and inherited the throne at 23 on the death of his elder brother D. Pedro V, who had no descendants. He married D. Maria Pia de Saboia, daughter of Victor Emanuel II, King of Italy. D. Luís was a highly cultured man of great artistic sensibility and painted. In the present day the Foundation continues to manage and programme Cascais's cultural venues and runs the ENVOLVE-TE cultural and educational programme, which operates in museum contexts and in the green spaces of the Bairro dos Museus, engaging school, institutional and family communities.
