Overview

The Global Dry Toilet Association of Finland (Finnish: Käymäläseura Huussi ry, commonly Huussi ry) was a Finnish registered association founded in 2002. Its stated aim was to "share information about ecological sanitation and promote the use of dry toilets." It operated as a non-profit organisation rather than a commercial manufacturer, functioning as an advocacy, information and development-cooperation body in the field of dry (waterless) sanitation. The association argued that dry toilets are advantageous because global water resources are predicted to become scarce, so using dry toilets instead of water-flushing WCs saves water. Beyond awareness work, it carried out development cooperation projects and sought to promote the export of dry toilets. It organised international dry-toilet conferences in Finland every three years, the first held in Tampere in 2003 and the sixth in 2018. The association also granted an award called "Vuoden Huussiteko" ("Dry Toilet Act of the Year"), giving recipients a "Golden Pitchfork" (Kultainen Talikko) for their achievements. Awardees included academic researchers and environmental actors, such as Professor Tuula Tuhkanen (2010), Helvi Heinonen-Tanski and Erkki Santala (2011), Raini Kiukas (2012) and the Dodo association's urban farming garden Kääntöpöytä (2013). The organisation became embroiled in controversy after the 2023 revelation of misuse and embezzlement of development-cooperation grant funds. The Finnish Ministry for Foreign Affairs reclaimed grants, reported by Iltalehti to exceed 500,000 euros, related to projects in Zambia. The association filed for bankruptcy in 2024. In June 2026 a project manager was convicted of aggravated subsidy fraud, aggravated embezzlement and two counts of forgery, receiving a suspended sentence of one year and nine months plus 30 hours of community service, and ordered to pay compensation of 403,043 euros to the Ministry for Foreign Affairs, 225,000 euros to the association, and the bankruptcy estate's legal costs. As of its bankruptcy the association is defunct. Its website, huussi.net, was the organisation's online presence.

History

The Global Dry Toilet Association of Finland was founded in 2002 as Käymäläseura Huussi ry, a Finnish registered association. Its purpose was to "share information about ecological sanitation and promote the use of dry toilets." The organisation argued that because the world's water resources are predicted to become scarce, dry toilets — which do not use water for flushing — help save water compared with conventional water-flushing WCs. From its early years the association combined domestic awareness work with international development cooperation. It organised international dry-toilet conferences in Finland every three years; the first took place in Tampere in 2003, and the sixth was held in 2018. It also sought to promote the export of dry toilets and ran development cooperation projects, including work in Zambia. The association created an award called Vuoden Huussiteko ("Dry Toilet Act of the Year"), whose recipients received a Golden Pitchfork (Kultainen Talikko). Awardees included academics and environmental actors: Professor Tuula Tuhkanen of Tampere University of Technology (2010); Helvi Heinonen-Tanski and Erkki Santala, leading expert at the Finnish Environment Institute (2011); Raini Kiukas, a founding member of the association and owner of DT-keskus, which sells dry toilets (2012); and Kääntöpöytä, the urban farming garden of the environmental organisation Dodo ry (2013). The association also drew public attention in 2010 when the partner of its project manager caused a violent incident at a post-independence-day reception in a Helsinki restaurant. A far more serious crisis emerged in 2023, when misuse and embezzlement of development-cooperation grant funds was revealed. The Finnish Ministry for Foreign Affairs reclaimed grants from Huussi ry; according to Iltalehti the amount involved exceeded 500,000 euros. The irregularities were attributed to a Finnish project manager who was dismissed. The embezzlement was possible because the project manager had free access to the association's accounts. The case concerned projects carried out in Zambia. The association's accounts had broad access rights, including for people whose access should have been removed when their responsible roles ended. The project worker had also supplied false information to the Ministry for Foreign Affairs. As a consequence of the scandal, Käymäläseura Huussi ry went bankrupt in 2024. In June 2026 the project manager was convicted of aggravated subsidy fraud, aggravated embezzlement and two counts of forgery. The sentence was one year and nine months of suspended imprisonment plus 30 hours of community service, and the convicted person was ordered to compensate the Ministry for Foreign Affairs 403,043 euros, the association 225,000 euros, and to pay the bankruptcy estate's legal costs. The association is now defunct.
