Overview
The Gomel Engineering Institute (Гомельский инженерный институт) is a state higher-education institution in Gomel, Belarus, dedicated to training specialists in civil protection, emergency prevention and emergency response. It traces its origins to May 1997, when the Ministry of Internal Affairs of the Republic of Belarus ordered the creation of the Gomel Secondary Fire-Technical School of the Main Directorate of the Militarized Fire Service. In March 2000, by order of the Ministry of Emergency Situations, that school was transformed into the Gomel Higher Command-Engineering School of the Ministry of Emergency Situations, which introduced the specialty "Prevention and Elimination of Emergency Situations" and began preparing full-time students with the qualification "Engineer in Prevention and Elimination of Emergency Situations." In November 2003 the institution was renamed the Gomel Engineering Institute of the Ministry of Emergency Situations of the Republic of Belarus. Under Presidential Decree No. 313 of 19 August 2016, the state educational institution "University of Civil Protection of the Ministry of Emergency Situations of the Republic of Belarus" was formed by merging the Command-Engineering Institute, the Gomel Engineering Institute and the Institute for Retraining and Advanced Training. Since then the Gomel institution has operated as the Gomel Branch of the University of Civil Protection, a structural subdivision of that university. Its official web presence is at gii.by. As a state-owned educational institution, it is not a commercial company in the ordinary sense, but it functions as an institutional brand within Belarus's emergency-services education system, offering programs that lead to engineering qualifications in civil protection and emergency management.
History
The institution that became the Gomel Engineering Institute began in May 1997, when an order of the Ministry of Internal Affairs of the Republic of Belarus created the Gomel Secondary Fire-Technical School of the Main Directorate of the Militarized Fire Service of the Ministry of Internal Affairs. In March 2000, by order of the Ministry of Emergency Situations of the Republic of Belarus, the school was reorganized as the Gomel Higher Command-Engineering School of the Ministry of Emergency Situations. At that point the specialty "Prevention and Elimination of Emergency Situations" was opened, and the school began training full-time specialists who received the qualification "Engineer in Prevention and Elimination of Emergency Situations." In November 2003, the Gomel Higher Command-Engineering School was renamed the educational institution "Gomel Engineering Institute of the Ministry of Emergency Situations of the Republic of Belarus." The institute continued under that name until 2016. By Decree No. 313 of the President of the Republic of Belarus, dated 19 August 2016, the state educational institution "University of Civil Protection of the Ministry of Emergency Situations of the Republic of Belarus" was established by merging the existing educational institutions of that ministry: the Command-Engineering Institute, the Gomel Engineering Institute, and the Institute for Retraining and Advanced Training. Following the merger, the Gomel institution became the Gomel Branch of the University of Civil Protection, a structural subdivision of the new university. The branch continues to operate in Gomel as part of Belarus's state system for educating emergency-services personnel.
