Overview
Grupa Bumar — today known as Polski Holding Obronny sp. z o.o. (PHO) — is a Polish state-owned industrial holding company headquartered in Warsaw. It was built around the Polish armaments industry and, at its peak, grouped some 22 production and trading companies spanning ammunition, radar, missiles and armored weapons, alongside businesses in construction machinery, agricultural machinery and construction services. The holding was capitalized at 800 million złoty and employed around 12,000 people as of 2006. The group's best-known product was the PT-91 Twardy main battle tank of the Polish Army, manufactured by Bumar Łabędy. In 2006 the group won a Malaysian tender (PT-91M) worth 370 million US dollars, one of the most visible export successes of the Polish defense industry of that period. In 2014 the companies owned by Polski Holding Obronny were transferred to the state defense conglomerate Polska Grupa Zbrojeniowa (PGZ), turning PHO into a pure holding company. By 2025 Polski Holding Obronny held roughly 15 percent of the shares in PGZ. The holding remains in state hands and is a legacy structure of Polish defense-industry consolidation.
History
Grupa Bumar was a Polish state-owned industrial holding built around the country's armaments industry. Under the name Polski Holding Obronny sp. z o.o. — and earlier as Bumar — it functioned as a Warsaw-headquartered holding with capital of 800 million złoty and about 12,000 employees as of 2006. Its chairman at that time was Krzysztof Krystowski. The group brought together some 22 production and trading companies of the Polish defense industry, specialized in ammunition, radar, missiles and armored weapons, together with companies active in construction machinery, agricultural machinery and construction services. This breadth made Bumar a hybrid defense-and-heavy-industry group rather than a pure arms manufacturer. Its most prominent product was the PT-91 Twardy main battle tank of the Polish Army, produced by Bumar Łabędy. In 2006 the group won a Malaysian tender for the PT-91M variant, a contract valued at 370 million US dollars — a landmark export deal for Polish defense industry. The structure changed fundamentally in 2014, when the companies owned by Polski Holding Obronny were transferred to the state defense conglomerate Polska Grupa Zbrojeniowa (PGZ). After that transfer, PHO ceased to be an operating industrial group and became a pure holding company. By 2025 it still held approximately 15 percent of the shares in PGZ, remaining a state-owned legacy entity within the Polish defense-industrial landscape.
