Overview
GSG Oldenburg (Gemeinnützige Siedlungsgesellschaft Oldenburg) is a German housing company headquartered in Oldenburg (Oldenburg), Lower Saxony. Founded on 5 August 1921 by the City of Oldenburg and the Kriegerheimstättenverein des Herzogtums Oldenburg, its original mission was to combat the housing shortage after World War I. Over more than a century it has grown into one of the central players in the regional housing market, managing roughly 10,000 apartments in and around Oldenburg. The company builds, modernizes, manages and markets residential and commercial real estate, and is involved in urban development projects such as the Helleheide quarter on the former Fliegerhorst airbase, the Beginenhof, and the Bäkehäuser. GSG Oldenburg is a limited liability company (GmbH) whose shareholders are the City of Oldenburg (34.5%), Norddeutsche Landesbank (22.22%), Landessparkasse zu Oldenburg (22.22%), Deutsche Rentenversicherung Oldenburg-Bremen (11.7%) and Landkreis Oldenburg (9.36%). This stable ownership structure has been in place for years. The company employs around 86 full-time and 22 part-time staff and manages 9,357 apartments, 140 commercial properties and 1,187 garages. In 2022, its revenue was €51.5 million and its balance sheet total €320.4 million, with equity of €122 million. Beyond renting, GSG Oldenburg positions itself as a socially responsible partner. It emphasizes equal opportunity for housing applicants, reliability for tenants, and responsibility for mixed-income neighborhoods. It offers services such as a tenant app, a prevention team advising on state subsidies, a "Wohnen mit Service" program with the Johanniter, and participation in the pilot project "Kein Raum für häusliche Gewalt" (No Room for Domestic Violence). The company also builds public facilities, including the Oldenburg adult education center (VHS, opened 2010) and the Oldenburg youth hostel (opened 2019). Since January 2025, Daniel Jircik has been the managing director. GSG Oldenburg is a member of the Verband der Wohnungs- und Immobilienwirtschaft in Niedersachsen und Bremen (vdw). Its subsidiary GSG Energie, founded in summer 2022, provides energy-related services. The company continues to develop new residential areas and modernize its existing stock to meet the changing needs of the region.
History
GSG Oldenburg was founded on 5 August 1921 as Gemeinnützige Siedlungsgesellschaft Oldenburg GmbH. Its first shareholders were the City of Oldenburg and the Kriegerheimstättenverein des Herzogtums Oldenburg. The primary task was to combat the housing shortage after World War I. Until the beginning of World War II in 1939, the company focused on small settlements and owner-occupied homes, especially in the northern districts of Oldenburg. The outbreak of World War II halted further projects. After the war, GSG participated in reconstruction and provided housing for over 40,000 displaced persons. To stimulate social housing, the First Housing Act (Erstes Wohnungsbaugesetz) came into force nationwide on 1 January 1950. With the Social Housing Fund (SoWoFo), the City of Oldenburg launched a municipal program. Over 2,200 rental apartments and small settlements, tailored especially to the needs of young families, were built by GSG. The construction boom continued in Oldenburg in subsequent years. GSG acted as a developer in almost all districts of Oldenburg. When the Housing Non-Profit Act (Wohnungsgemeinnützigkeitsgesetz) was abolished in 1990, the Gemeinnützige Siedlungsgesellschaft transformed into GSG Oldenburg Bau- und Wohngesellschaft mbH. Its shareholders enshrined the voluntary observance of non-profit goals in the shareholder agreement. To accommodate Oldenburg's growing population, since around 2005 GSG has been developing new residential areas such as in the Alexanderhaus district and renovating its existing stock. The company also engages in planning and construction of service buildings. It built the new Oldenburg adult education center (Volkshochschule) next to its headquarters, which opened in 2010. Nine years later, the Oldenburg youth hostel, also built by GSG, opened. By mid-2025, the company will build the first 89 residential units, a neighborhood garage and a daycare center in the approximately four-hectare Helleheide quarter on the former Fliegerhorst airbase. In subsequent years, the area is to grow to around 230 residential units. In summer 2022, GSG founded its subsidiary GSG Energie, managed by Birgit Schütte and Christin Völsch. As of 2025, Daniel Jircik is the managing director. The company is a member of the Verband der Wohnungs- und Immobilienwirtschaft in Niedersachsen und Bremen (vdw).
