Overview
Handelsverband Deutschland (HDE), commonly known in English as the German Trade Association, is the umbrella organization for Germany's retail sector. It is organized as a registered association and is headquartered in Berlin. Rather than selling consumer goods under a commercial brand, the HDE represents retail businesses in economic, regulatory, labor, and social-policy matters in Germany and at European Union level. The organization speaks for approximately 400,000 independent retail companies employing nearly 3 million people and generating more than €420 billion in annual turnover, according to the reference material. Its membership base exceeds 100,000 members and includes both the predominantly medium-sized German retail sector and major retail groups. The sector is structurally decentralized: around 98 percent of retail companies employ fewer than 50 people and have annual turnover below €10 million, while a smaller number of large companies account for substantial market volume. The HDE combines trade-association and employers' association functions. It represents retailers in public-policy debates, participates in social self-administration, and acts as the employers' organization for collective bargaining in the retail sector. Its activities include policy advocacy, labor and social-policy representation, economic analysis, sector coordination, and communication on issues such as retail regulation, packaging, digital commerce, sustainability, taxation, and employment. It also represents the interests of retailers before labor and social courts and in institutions including the Federal Employment Agency, the German pension insurance system, and statutory health-insurance bodies. The association is structured through a Delegates' Assembly, a Presidium, an executive board, and a Collective Bargaining Advisory Board. Its membership network includes eight state-level trade associations and 29 federal trade associations covering specific retail fields. The HDE is affiliated with the Confederation of German Employers' Associations and is a member of EuroCommerce, the European umbrella organization for wholesale and retail. The organization's history reaches back to 13 March 1919, when the main association of German retail trade was established. Its development was interrupted during the National Socialist period, when independent associations were subjected to forced coordination and the organization was dissolved in 1936. A postwar successor was established in Bonn on 12 September 1947 by state retail associations in the western occupation zones. The association later moved to Frankfurt am Main, then Cologne, and expanded its regional structure. In 1990 it adopted the name Hauptverband des Deutschen Einzelhandels, and at the end of 2009 it became Handelsverband Deutschland - HDE e.V., reflecting a reorganization of the retail-association system. The HDE also operates or supports sector-facing recognition and conference activities. These include the annual German Trade Award, the Retail Innovation Award presented in connection with the German Retail Congress since 2015, and the Store of the Year award, which has recognized innovative retail concepts since 2005. Since 2017, the association has also been among the founders of the Stiftung Zentrale Stelle Verpackungsregister, the central packaging-register foundation established under Germany's Packaging Act. Its current public role is therefore that of a national representative platform for retailers, combining advocacy, employer representation, industry coordination, and professional recognition programs.
History
The organization was established on 13 March 1919 as the main association of German retail trade. Oscar Tietz is identified as one of the initiators. During the Weimar period, the association represented the interests of retail businesses and participated in the institutional economic-policy structures of the time. Joachim Tiburtius served on its managing board from 1925 to 1933 and later became its chief executive from 1933 to 1935. The association's prewar development was affected by political radicalization and the reorganization of the retail sector. In 1932, large-company groups including the Verband Deutscher Kauf- und Warenhäuser and the Reichsverband der Filialgeschäfte des Lebensmitteleinzelhandels were forced out by radicalized middle-class forces. After the National Socialist seizure of power, independent associations were subjected to Gleichschaltung, or enforced institutional coordination. Retail businesses became compulsory members of the Retail Trade Economic Group within the Reich Trade Group, and the independent main association was dissolved in 1936. A successor organization was founded in the postwar period. On 12 September 1947, the Hauptgemeinschaft des Deutschen Einzelhandels was re-established in Bonn by state retail associations from Bavaria, Bremen, Hamburg, Hesse, Lower Saxony, North Rhine-Westphalia, Schleswig-Holstein, Westphalia, and Württemberg-Baden. In 1949, the association moved to Frankfurt am Main, and its delegates decided in October of that year to use the registered name Hauptgemeinschaft des Deutschen Einzelhandels e.V. Cologne became the organization's headquarters on 1 June 1950, and additional regional associations subsequently joined. The association had no retail-association activities in the territory of the German Democratic Republic before the fall of the Berlin Wall. The political reunification period enabled a broader national structure, and in 1990 the organization adopted the name Hauptverband des Deutschen Einzelhandels, commonly abbreviated HDE. On 1 July 2002, the Federal Association of Chain Stores and Self-Service Department Stores was merged into the HDE, bringing a dedicated representation channel for major chain stores and food-retail discounters into the umbrella structure. At the end of 2009, the organization was renamed Handelsverband Deutschland - HDE e.V. The change was intended to reflect the restructuring of retail representation across regions and federal states. It also followed the dissolution of the Bundesarbeitsgemeinschaft der Mittel- und Großbetriebe des Einzelhandels on 9 December 2009, after which large member companies were to receive a new federal-level professional interest group. The modern HDE operates as both a trade association and an employers' organization. Its bodies include the Delegates' Assembly, Presidium, executive board, and Collective Bargaining Advisory Board. It represents retailers in economic and regulatory debates, collective bargaining, social self-administration, and labor and social courts. The HDE is connected to the Confederation of German Employers' Associations and participates in EuroCommerce at European level. The association also developed a public-facing program of awards and professional events. It has presented the German Trade Award annually, while the Retail Innovation Award has been associated with the German Retail Congress since 2015. Since 2005, the Store of the Year award has recognized notable retail concepts in categories including Fashion, Food, Living, Out-of-Line, and a special category. From 2004 to 2011, the HDE and Handelsjournal presented the Retail Innovation Award; the HDE later distanced itself from the Retailer of the Year consumer award after questions arose about the methodology used for its survey. Since 2017, the HDE has also been among the founding organizations of Stiftung Zentrale Stelle Verpackungsregister, established under Germany's Packaging Act.
