Hellenic Recycling S.A.

Hellenic Recycling S.A. (HERRCO / Hellenic Recovery Recycling Corporation) is the operator of Greece's licensed packaging-waste recycling system. Its primary, but not only, collection method is the blue bins and blue bells, an endeavour that started in 2003. The company was founded in December 2001 as an initiative of Greek packaging producers and traders of packaged products, and it operates the Collective Alternative Management System – RECYCLING across Greece under six-year business plans approved by the authorities. It is a non-profit entity; 35% of its shares belong to the Central Union of Greek Municipalities (KEDE), with the remainder held by industrial and commercial companies legally obliged to manage their packaging waste.

The Hellenic Recycling S.A. (Hellenic Recovery Recycling Corporation, HERRCO) was founded in December 2001 as an initiative of Greek companies active in packaging production and the trading of packaged products, aiming to respond more effectively to their legal obligation to recycle their products' packaging waste through the management of their resources, within the framework of national and European legislation. Under the provisions of Law 2939/01, it developed and operates the Collective Alternative Management System – RECYCLING (SSED – ANAKYKLOSI) across the whole of Greece, based on six-year business plans approved by the competent authorities. Its packaging recycling system, licensed by the Hellenic Recycling Agency (HRA), operates with its primary, but not the only, collection method being the blue bins and the blue bells, an endeavour that started in 2003. As of the end of 2025, 3,935 companies were contracted with HERRCO, and 565,000 tonnes of materials were directed to recycling in 2024.
