History

Co-operative banks emerged in India after 1904 to serve rural credit needs that commercial banks largely neglected. In Himachal Pradesh, the Mahasu Central Co-operative Bank Ltd., the Mandi Central Co-operative Bank Ltd. and the Chamba Central Co-operative Bank Ltd. were functioning at the time of India's independence. In 1953, The Himachal Pradesh State Co-operative Bank Ltd. was established after amalgamating these three central co-operative banks. Its registration was done in August 1953 under the Co-operative Societies Act, 1912, and the bank started functioning on 15 March 1954. At that time Himachal Pradesh was a Union Territory with only 6 districts, and the bank operated as an Apex Bank as well as a central financing agency under a 2-tier system in those 6 districts. In 1955, the Joint Stock Bank of Sirmour was also merged into it. The bank performs dual functions as the Apex Co-operative Bank in Himachal Pradesh and as a central financing agency. In September 1987, the bank established the Agriculture Co-operative Staff Training Institute (ACSTI) in Shimla to strengthen the co-operative movement through training in banking, cooperative law, finance, management and rural development.
