Overview

HKTVmall is the flagship e-commerce brand of Hong Kong Technology Venture Company Limited (HKTV), a Hong Kong-listed group formerly known as City Telecom. The platform launched in 2014 as an extension of HKTV's failed bid for a free-to-air television licence, when the group redirected its content and technology capabilities toward online retail. It has since grown into Hong Kong's largest online shopping mall by gross merchandise value and merchant count, positioning itself as a local alternative to cross-border platforms such as Taobao and Amazon. HKTVmall operates a marketplace model in which third-party merchants sell through the platform alongside HKTV's own direct-sales business. The brand is distinguished by its in-house fulfilment infrastructure: automated fulfilment centres, a fleet of delivery vans and a network of self-pickup points across Hong Kong, including in MTR stations and residential estates. This logistics backbone supports next-day and same-day delivery within the territory, a key differentiator against overseas competitors with longer cross-border lead times. Beyond retail, HKTVmall has built an advertising and retail media business, selling sponsored placements and shoppable content to consumer brands, and has expanded into live-commerce and short-video shopping formats. The group also operates related businesses including HKTVmall's O2O physical stores and the Shoalter Technology business, which licenses e-commerce technology to overseas retailers. The brand is majority-controlled by HKTV's founder and chairman Ricky Wong, who has been the public face of the platform and frequently comments on Hong Kong retail competition and cross-border e-commerce policy. HKTVmall's market position has been challenged in recent years by mainland Chinese platforms expanding into Hong Kong and by changing consumer habits after the COVID-19 pandemic, when online grocery demand surged and then normalised. The company has responded by investing in automation, expanding its merchant base and pushing into advertising revenue.

History

HKTVmall's origins lie in City Telecom (HK) Limited, a Hong Kong fixed-line telecom operator founded by Ricky Wong. In 2009 the group applied for a free-to-air television licence, and in 2012 it launched HKTV as a television venture after its application was rejected by the Hong Kong government. With its television ambitions blocked, the group pivoted toward online retail, using its production and technology teams to build an e-commerce platform. HKTVmall launched in 2014 as an online shopping mall. Early growth was slow, but the platform invested heavily in fulfilment infrastructure, building automated distribution centres and a delivery fleet rather than relying solely on third-party logistics. The group renamed itself Hong Kong Technology Venture Company Limited in 2015 to reflect the shift from telecom and television to e-commerce and technology. The COVID-19 pandemic proved a turning point. With physical retail disrupted and consumers avoiding crowds, HKTVmall's order volumes and merchant base expanded sharply, and the platform became a household name in Hong Kong. The company added self-pickup points in MTR stations and estates, launched O2O stores, and expanded into fresh food and groceries. After the pandemic, growth normalised and the platform faced intensified competition from mainland Chinese e-commerce platforms expanding delivery into Hong Kong. HKTVmall responded by investing in automation, expanding its advertising and retail media business, and developing Shoalter Technology to license its e-commerce stack to overseas retailers. The brand remains the group's core revenue driver and Hong Kong's largest local online marketplace.
