Overview
ICBC Leasing (ICBC Financial Leasing Co., Ltd.) is the wholly owned financial leasing subsidiary of Industrial and Commercial Bank of China (ICBC), one of China's largest state-owned commercial banks. Established in 2007, it is headquartered in Beijing and operates as a captive lessor and equipment finance provider, serving corporate clients across aviation, shipping, energy, infrastructure, and industrial equipment sectors. As a bank-affiliated leasing company, it leverages ICBC's balance sheet and global network to offer large-ticket leasing and structured finance solutions. The company's business spans domestic and cross-border leasing, including aircraft leasing, ship leasing, and equipment leasing. It is a significant player in China's financial leasing industry, which has grown rapidly since the mid-2000s when regulators allowed commercial banks to establish leasing subsidiaries. ICBC Leasing has contributed to financing major infrastructure and transportation projects, and it supports Chinese enterprises expanding overseas through export leasing and offshore financing structures. ICBC Leasing is not separately listed; it is a subsidiary within the ICBC Group. Its funding benefits from ICBC's credit rating and access to capital markets. The company has established special purpose vehicles (SPVs) in jurisdictions such as Hong Kong and Ireland to facilitate cross-border leasing transactions, particularly in aviation and shipping. Its fleet and portfolio include aircraft, vessels, and a wide range of machinery and equipment. As part of ICBC, ICBC Leasing is subject to Chinese banking and financial leasing regulations, including oversight by the China Banking and Insurance Regulatory Commission (CBIRC) and its successor bodies. The company's strategy aligns with national priorities such as the Belt and Road Initiative, supporting Chinese equipment exports and overseas infrastructure projects. It competes with other bank-affiliated leasing companies in China, including those of other major state-owned banks. In summary, ICBC Leasing is a major equipment leasing and finance platform, integral to ICBC's corporate banking franchise, with a focus on large-ticket, cross-border, and domestic leasing transactions.
History
ICBC Leasing was established in 2007 as a wholly owned subsidiary of Industrial and Commercial Bank of China, following regulatory changes that permitted Chinese commercial banks to set up financial leasing companies. This period marked the beginning of a rapid expansion of China's financial leasing sector, with bank-affiliated lessors becoming dominant players. In its early years, ICBC Leasing focused on domestic equipment leasing, serving ICBC's corporate clients in sectors such as manufacturing, transportation, and infrastructure. It gradually expanded into large-ticket leasing, particularly aircraft and shipping, where it could leverage ICBC's strong balance sheet and international presence. By the 2010s, ICBC Leasing had become one of China's largest financial leasing companies by assets. It established special purpose vehicles in offshore jurisdictions, including Hong Kong and Ireland, to facilitate cross-border leasing transactions and access international capital markets. The company played a role in financing Chinese airlines' fleet expansion and Chinese shipping companies' vessel acquisitions. ICBC Leasing also aligned with China's Belt and Road Initiative, supporting Chinese equipment exports and overseas infrastructure projects through export leasing and offshore financing. It developed expertise in structured finance, including sale-leaseback, leveraged leasing, and operating leasing. As of the 2020s, ICBC Leasing remains a key component of ICBC's corporate banking and investment banking franchise, though it does not disclose separate financial results as a standalone public entity. It continues to be regulated by Chinese banking authorities and operates under the ICBC Group umbrella.

Controversies
2020
Penalized repeatedly by regulators over due diligence violations and unclear leasing property ownership
At the end of 2020, the Tianjin office of the China Banking and Insurance Regulatory Commission found that ICBC Financial Leasing had conducted due diligence in violation of regulations, had insufficient management over the investigation and confirmation of ownership of leased property, and had no right to use the business premises approved by the regulator. In July 2026, the Tianjin office of the National Financial Regulatory Administration further found that the company had problems including unclear ownership of leased property, imprudent risk classification, and service fees that did not match the quality and price of services. It was fined a total of 1.2 million yuan in 2020; in 2026 it was fined 800,000 yuan, and two responsible persons were given warnings.
