Overview

ICF Habitat (formerly Groupe ICF) is a French real-estate company and the housing arm of the SNCF group. According to its own communications and French Wikipedia, it manages a portfolio of close to 105,000 homes and houses around 215,000 people, with social housing making up 88.7% of its stock and the remainder consisting of intermediate-rent and free-market rental housing. Its stated purpose is to offer a diversified range of housing products that respond to the varied needs of households and smooth residential trajectories. The group operates nationally in France's major urban centres and contributes to the housing policies of the State, local authorities and its shareholder SNCF. It is organised as a holding company — the Société Immobilière des Chemins de Fer Français (SICF) — with four subsidiaries: a social housing enterprise (entreprise sociale pour l'habitat, ESH); Novedis PM, a property-management business acting for other owners; Trans'Actif Immobilier, a real-estate advisory and transactions firm; and SNCF Habitat together with ICF Habitat Promotion, dedicated to home-ownership loans and property development, notably for railway workers. The company reports 1,517 employees, including 680 in proximity services. ICF Habitat traces its origins to 1927, when the SICE (Société Immobilière des Chemins de Fer de l'État) was created to house railway workers. It became the SICF in 1942 and expanded nationwide after 1949 through fourteen HBM (habitations bon marché) companies. The group took the name ICF Habitat in 2011. In 2018 it created a property company, Vesta, transferring 4,000 free-rent homes into it and opening its capital to investor partners. In 2020 it set out an ambitious development plan targeting 18,000 new homes and the renovation of 17,000 homes between 2021 and 2030. In 2024 it absorbed SNCF Habitat, and in 2026 its four historic ESH entities merged into a single social housing enterprise. Romain Dubois has served as chief executive officer (directeur général) of ICF Habitat since 2019. The company's board includes representatives of SNCF, local authorities and tenants. Its brand positioning centres on qualitative, solidarity-based, responsible and innovative housing, and it regularly communicates around urban renewal, tenant representation and social and environmental responsibility (RSE) aligned with the SNCF group's ambitions.

History

ICF Habitat's history is closely tied to the housing needs of France's railway workers. In 1927, the SICE (Société Immobilière des Chemins de Fer de l'État) was created to provide housing for employees of the state railway network. In 1942, during the Second World War, the organisation was renamed the SICF (Société Immobilière des Chemins de Fer). After the war, in 1949, the SICF extended its coverage to the whole of France through fourteen HBM (habitations bon marché, or low-cost housing) companies, laying the foundation for a nationwide social housing network. For decades the group operated as a railway-linked housing provider. In 2005, the ICF group integrated SFCI, a free-rent housing subsidiary that would later become ICF Habitat Novedis, marking a diversification beyond strictly social housing. In 2011, the group rebranded as ICF Habitat, aligning its identity with its core mission. In 2015, SNCF created SNCF Immobilier, a sixth business line bringing together the rail group's expertise in real-estate management and value creation, urban development and housing — a move that reinforced ICF Habitat's place within the SNCF group. In 2018, to revive production of free-rent housing, ICF Habitat created a property company named Vesta, transferred 4,000 of its free-rent homes to it, and opened the company's capital to investor partners; Novedis became the property manager of the new company by mandate. In 2020, ICF Habitat drew up a development relaunch plan aiming to produce 18,000 new homes and renovate 17,000 homes between 2021 and 2030, while broadening its territories and diversifying its housing products. In 2021, Novedis specialised in property management for other owners under the commercial brand Novedis Property Management, continuing the group's diversification. In 2024, ICF Habitat expanded by integrating SNCF Habitat, a subsidiary of the SNCF group that develops property development projects and offers loans to railway workers for buying their main residence or financing specific works such as energy renovation and home adaptation. This SACICAP also contributes to renovating degraded co-ownerships. In 2026, the four historic ESH entities — ICF Habitat Atlantique, ICF Habitat Nord Est, ICF Habitat La Sablière and ICF Habitat Sud Est Méditerranée — merged into a single social housing enterprise within the group. Throughout this evolution, ICF Habitat has remained majority-owned by SNCF, with a board including SNCF, local authorities and tenant representatives, and has been led since 2019 by chief executive Romain Dubois.
